  1. Position Overview

The community Support Officer will directly be working with community-based groups, school advocacy clubs, and other community structures in the delivery of the Resilience building, economic empowerment and advocacy program (REAP). The role requires working closely with the area project coordinator in implementation of activities, ensuring the project achieves its goals in citizen led advocacy/civic engagement, resilience building, livelihoods & Climate adaptation, protection of the rights of women and girls, peace building and tracking project impact. The successful candidate will be deeply committed to community empowerment.

  1. Key Responsibilities
  • Project Collaboration and Implementation: Collaborate with the Area Project Coordinator to plan, implement, monitor, and report on REAP program activities, ensuring alignment with the project goal.
  • Project Planning and Execution: Develop and execute detailed quarterly implementation plans (DIPs) with the Area Project Coordinator, ensuring timely, efficient, and effective delivery of project activities.
  • Capacity Building: Work with target groups to build their capacities as civil society actors, supporting advocacy planning, issue identification, and prioritization using PRA tools.
  • Reporting and Communication: Prepare and submit timely monthly and quarterly narrative progress reports to the Area Project Coordinator and activity financial reports to the Program Field Accountant.
  • Partnership and Coordination: Coordinate with lower local governments, NGOs, private sector partners, and communities to ensure integrated project delivery.
  • Asset Management: Ensure the safety, security, utilization, and maintenance of assigned project assets.
  • Communication and Stakeholder Engagement: Establish and maintain communication channels among project team members, government agencies, and stakeholders.
  • Storytelling and Documentation: Capture and document compelling project success stories to contribute to internal and external communications efforts.
  • Community Engagement: Facilitate participatory community meetings, mediate solutions to emerging challenges, and adapt project strategies in collaboration with the community.
  • Safeguarding and Inclusion: Ensure project activities protect vulnerable populations from exploitation and abuse, promoting a safe, inclusive, and respectful working environment.
  • Ethical Standards: Maintain zero-tolerance to corruption, sexual exploitation, abuse, and harassment.
  1. Required Skills, Competencies, and Qualifications
  2. Education
  • Bachelor’s degree in Social Work and Social Administration, Development Studies, Human Rights, Peace & Humanitarian Interventions, Rural development, Environmental Studies, or a related field.
  1. Experience
  • Minimum 3 years of progressive experience in community development with a solid understanding of participatory approaches.
  • Experience in accountability, civic engagement and rights programming.
  • Experience in using various Community Participatory Appraisal Approaches.

 Experience in disaster risk reduction (DRR) and early warning systems

  1. Technical Competencies
  • Strong knowledge of human rights and the human rights-based approach to development
  • Solid understanding of civic governance, social accountability, citizen voice and action.
  • A good understanding of conflict sensitivity and conflict assessment
  • Proficiency in the use of PRA tools in community development.
  • Ability to engage with government agencies, NGOs, and private sector stakeholders.
  1. Soft Skills
  • Strong community facilitation skills.
  • Commendable motorcycle riding ability – with a valid riding permit
  • Solid negotiation, communication, and stakeholder engagement abilities.
  • High adaptability, critical thinking, and problem-solving skills.
  • Strong analytical and report-writing skills.
  • Ability to work under pressure
  1. Prevention of Sexual Exploitation and Abuse (PSEA) – Zero Tolerance Policy

ADRA Uganda is committed to upholding the highest standards of ethics and integrity. The Area Coordinator is expected to adhere to the Prevention of Sexual Exploitation and Abuse (PSEA) Zero Tolerance Policy, which includes:

  • A zero-tolerance approach to sexual exploitation, abuse, and harassment.
  • Mandatory PSEA training for all staff and implementing partners.
  • Immediate reporting and disciplinary action against any violation of PSEA policies.
  • Ensuring that all project activities are designed and implemented in ways that protect vulnerable populations from exploitation and abuse.
  • Promoting a safe, inclusive, and respectful working environment for all stakeholders.

All candidates will undergo a thorough background check before employment.
