JOB DETAILS:

Background

The USAID/Uganda Strengthening Supply Chain Systems (SSCS) Technical Assistance Activity supports self-sustaining, responsive, uninterrupted, accountable delivery of quality-assured medicines and supplies to public and NGO health facilities. It will improve the performance of key actors all along the supply chain; advance transparent governance and effective, data-informed policies and regulations; and strengthen local capacities to accelerate Uganda’s progress to increase local capacity and ensure sustainability of development outcomes its Journey to Self-Reliance. SSCS will provide technical assistance to all USG Implementing Partners (USAID, CDC, and DOD) operating at the subnational level and deliver other assistance to improve the capacity of district health offices, health facilities, and medical stores. This project will strengthen the health system to combat infectious and non-communicable diseases and improve health services and outcomes for all of Uganda’s families and communities more effectively.
Location: Mbale, with frequent travels to the field

Main purpose of the position

Under the leadership and guidance of the Sub-national Activity Manager, the Regional Coordinator will support implementation of SSCS activities and initiatives that aim to sustain supply chain competencies of regional and districts supply chain stakeholders as well as grow capacity of actors such as the regional IPs to support supply management and performance internally and at the lower levels.
The Regional Coordinator will be responsible for a geographic region but shall also support, cross cutting activities and initiatives implemented under SSCS to strength supply chain capacity and performance at RRHs, Regional IPs and district levels.
The scope of technical assistance shall include knowledge in supply chain management and operations, tools and best practices and equally support all USG agencies and partners, as well as national program areas including HIV, Malaria, TB, RMNCAH, laboratory, vaccines and Public Health Emergency (PHE) supply chain response needs.
The Regional Coordinator shall coordinate closely with other team members on SSCS ensuring that regional and district stakeholders’ capacity is also built in skills such as planning, budgeting, managing performance or quality improvement, data analysis and reporting.

Main Duties and Responsibilities
Project Support (35%)

1. Through capacity building and mentorship of the RRH and Regional IPs, implement, manage, monitor and ensure the USAID/SSCS Activity in supported districts and health facilities in planning, distributing, managing and monitoring Essential Medicines and health supplies (EMHS) are executed flawlessly and achieve targeted milestones.
2. Participate in project work planning and reporting.
3. Participate in meetings with the Ministry of Health, USG agencies and other stakeholders to share progress, accomplishments, and challenges and ensure common understanding of current as well as future strategic direction.
4. Participate in the development and implementation of innovations/innovative approaches that aim to benefit sub-national supply chain performance and stakeholders.
5. Coordinate with regional IPs to develop joint work-plan and identify opportunities for cost-efficiency/sharing costs.
6. Monitor IPs and associated districts’ performance through the development and dissemination of regular performance reports and put in place a system to provide feedback support and guidance for continuous improvement.
7. Other duties, as assigned by the Sub-national Activity Manager

Technical support (50%)
1. Support the conceptualization of capacity building programs and tools to be used with regional and district-based stakeholders (RRHs, DHOs, IPs, NMS and JMS representatives etc…)
2. Responsible for supply chain performance (across a continuum of indicators) for entire region; but key are – Supply Chain reporting, electronic ordering of health commodities by PNFPs and Government facilities, eLMIS support – measured at synchronization level to the PIP, Regional Referral Hospitals SCM performance (SCM COE), the District stores supply chain improvement activities, SCM Public health emergencies at sub-national levels, SCM self assessments.
3. Design and over see implementation of quality improvement plans to ensure supply chain performance in assigned region remains high.
4. Lead engagements with the Regional IPs, Referral Hospitals and District leadership to foster SCM improvements
5. Track and coordinate capacity building and ordering of health commodities using electronic platforms (such as NMS+ CSSP, DHIS2 WAOs, eELMIS etc)
6. Coordinate the eLMIS roll out and use in the region including the stores and dispensing modules
7. Work with the RRH and IPs to ensure SCM self-assessment (DSPSS) and SCM e-learning implementation in the assigned region is carried out effectively
8. Design and implement interventions for selected referral hospitals in the region to turn them into centers of excellence in SCM
9. Guide the IPs to support district stores in the region to improve SCM performance.
10. Provide supply chain advisory services to the leadership and management of the IPs
11. Institute PHE supply chain responsibilities in the region by developing innovative approaches for the IPs and RRH to play active roles in PHE response
12. Participate in regional planning meetings to ensure support is in place for maintenance of electronic systems (computers & eLMIS support)
13. Develop DHO, Hospitals, IPs specific dashboards and trigger leadership for action.
14. Any other duty as may be assigned to him/her from time to time.

Continuous Learning (15%)
1. Identification of lessons learned and implementation of best practices
2. Work closely with CLA unit to identify learning questions and review implementation with a view to identify successful approach or required adaptation
3. support sharing of best practices through the Supply Chain CLA Forum and assist with the implementation at sub-national level
4. Participate in the design and implementation of pilot and studies for the project

Required minimum Education
A bachelor’s degree in pharmacy, Public Health, or related field. A relevant master’s degree is an added advantage.

Required minimum Experience

A minimum of four years of health supply chain management experience and progressively increasing responsibility working on large comprehensive and complex health programs in Uganda.

Knowledge and Skills
1. Work experience and track records of success in providing pharmaceutical management technical assistance.
2. Demonstrated management skills, including planning and performance management experience.
3. Knowledge and comprehensive understanding of the Uganda public health system and stakeholders
4. Advanced knowledge and capacity to support use of logistics management information systems tools.
5. Previous experience with Donor supported programs is an added advantage.

Competences
1. Demonstrated ability to collaborate with other stakeholders in developing creative and strategic solutions to achieve common goals.
2. Demonstrated strong organizational, communications and reporting skills.
3. Strong teamwork and team-building skills
4. Flexibility to adapt to changing priorities and shifting deadlines.
5. Strong English skills required, including ability to write lucid technical reports and documents.
6. Demonstrated computer skills, including knowledge of (but not limited to) Windows, Microsoft Word, Excel, Power Point, PIP, RxSolution, WAOs and DHIS2
