Division & Project Overview:
The Quality and Performance Institute (QPI) is a division of URC that has implemented quality improvement and operations research programs in health care since 1981 and continues to be at the cutting edge of health care improvement work in countries around the world.
With the RHITES-N Acholi Project (Regional Health Integration to Enhance Services in Northern Uganda – Acholi), USAID will continue its support of the Government of Uganda’s (GOU) efforts to improve access to and use of health services in the country’s post-conflict northern region. RHITES-N Acholi Project activities will build on USAID investments and national advances to increase access to and use of high-quality integrated services that accelerate the ability and capacity to respond to the specific health needs of residents in the Acholi sub-region, leveraging the URC-ASSIST project successes.

Job summary:
The COVID 19 response coordinator will serve as the team leader of COVID 19 response activities in the cluster and is responsible for the full coordination and leadership of regional COVID 19 response program implementations, including development, implementation, monitoring and evaluation of regional/district programs.

Roles and responsibilities
• Oversee Cluster implementation of national COVID-19 response policies, procedures, SOPs, and trainings.
• Report progress and issues pertaining COVID 19 response to DHO’s office, HIV/TB Care, Treatment & Infectious Diseases Advisor, at standing meetings with emerging issues reported to national COVID-19 response coordinators.
• Prepare regular and ad-hoc progress and scientific/evidence-based reports on COVID-19 activities being implemented in the clusters.
• Collaborate with other units in the USAID RHITES-North Acholi to achieve efficient implementation of activities, systematic utilization of resources and comprehensive development of study, research and analytical capacities required for effective COVID-19 control.
• Advise DHO’s office regarding COVID-19 response activities including COVID-19 prevention and case management strategies. Provide technical advice for inter-programmatic coordination with other technical departments in the development and implementation of COVID-19 surveillance, field investigation and COVID-19 vaccination.
• Continuously provide up-to-date information regarding COVID 19 to the district. Organize trainings and support the district, health facility and community-level implementation related to novel tools for COVID-19 contact tracing and vaccination.
• Disseminate and provide training to district taskforces on guidelines and best practices in COVID-19 early detection, surveillance, contact tracing and vaccination.
• Provide technical guidance and support cluster and district efforts to design, implement, maintain, evaluate, and optimize COVID-19 field investigation, surveillance, and vaccination strategies.
• Establish district systems to monitor on a weekly basis the performance of district COVID-19 early detection, surveillance, contact tracing and vaccination activities and to provide timely feedback to districts and USAID RHITES- North Acholi.
• Review reports and action plans as submitted by the district and discuss with the HIV/TB Care, Treatment & Infectious Diseases Advisor Support quantification, guide procurement and distribution of COVID 19 logistics like IPC supplies.
• Participate in the District COVID-19 Technical Working Groups.
• Support direct supervision/mentorships regarding COVID-19.
• Compile and submit periodic progress reports regarding COVID-19 response activities.
• Support development of SOPs pertaining COVID-19 response and dissemination of MoH IEC material on COVID-19.
• Any other activities as maybe assigned by the supervisor/ Chief of Party.

Minimum qualifications:
• Bachelor’s degree in health sciences (Medicine & Surgery, Nursing, Public Health)
• A Master’s degree in Public Health or Epidemiology is an added advantage.
• A minimum of 2 years implementing COVID-19 response related activities.
• Additional Training in epidemiological surveillance will be an added advantage.

Required Experience:
• Technical expertise and skills in the prevention and control of epidemic-prone diseases.
• Theoretical and practical knowledge of public health program planning, implementation and monitoring/evaluation.
• Ability to analyze technical information and synthesize inputs from multiple sources.
• Ability to integrate scientific and operational inputs into recommendations for decision-making.
• Strong professional oral and writing skills including the development of reports, oral presentations, and technical/persuasive documents for consideration at the district, regional and national levels.
• Experience in the prevention and control of COVID-19, influenza, or other respiratory viruses.
• Experience in the design and implementation of epidemiologic studies and evaluations.
• Field experience in the response to outbreaks in Uganda or neighboring countries would be an asset. Experience working with MoH officials and collaborating with donors Knowledge of USG programming policies and regulations, MoH and district procedures and practices.
• Specialized knowledge and experience in Community Health and stakeholder engagement skills and attributes.
• Experience in Health Information Systems implementation in a developing country context Experience managing analysis, synthesis, documentation, and dissemination of lessons for a range of stakeholders.
