Overview
WaterAld Uganda alms to transform lives through sustainable and safe water, sanitation, and hygiene (WASH). In the, WaterAld runs a total 017 projects aimed at realizing the above aim support (l by the country program team predominantly naseo in Kampala. Uganda. We are always working towards the day when everyone everywhere has sustainable and sale WASH.

To bring this day closer. In February 2022 WaterAld launched an ambitious new global strategy, our teams in the Country programme are working over the coming months to contextualize this to best fit the opportunities and
Challenges faced In the Country.

At the heart 01 our new strategy is effective influencing, requiring expert navigation of the political and economic context within which we operate,

For WalerAld Uganda to be posting our advocacy asks In the 1110S1 strategic way, It Is therefore necessary to better understand the key actors, processes and Institutions that impact decision-making 111the country - within WASH, the development sector, and wider political strategy. We are therefore looking (or two (2) consultants. The first to conduct a political economy analysis to inform our new country Influencing strategy and the second, to facilitate the development of the country strategy.

Objectives of the Assignment
Consultancy 1 - The aim of this political economy analysis Is to strengthen existing knowledge of political and economic context at country level, and to produce a structural analysis of how these factors Interact with WaterAld'~
Programmatic and advocacy objectives. Using the environmental scanning results and data analysis; the EA findings 1'1111 help the country programme better define approaches and priority actions In asserting this Influence and support the WASH sector to build a strong, efficient system as we move towards the 2030 SOG commumern,

Consultancy 2 - SCI the guiding direction the Country Program team will follow all the above alms to achieve over the 5 year, provide a common understanding for nil our stakeholders and Interested ponies of WaterAld's alms and approaches, Analyze the context of the country and our own unique strength to set out where we as an organization can best add value
To support the country achieve universal, sustainable WASH access Provide a framework for monitoring progress of work In Individual countries and for course eerrecuon,


To be successful, you will need the following: Consultancy 1
a A minimum of Advanced University degree In relevant field with a good understanding about WASH sector will be required for the team leader
a Specialize In governance and WASH, at the minimum a Desirable experience from team members In the areas which they will be contributing to the excel.
a A proven track record In carrying out similar type of work (political economy analysis, development analysis, social -politicala Experience In working with different national and local government bodies
D Familiarity with WASH issues; previous engagement with WASH related research will be an added advantage
D Conversant with the Ugandan development landscape

Consultancy 2
D Strong analytical skills of qualitative information,
D Knowledge of the WASH sector in country (but not necessarily a WASH expert).
D Experience In policy analysis.
D Experience In conducting Interviews with different types of Key Informants including government officials, INGOs, NGOs. CSOs, etc:
D Experience in facilitating participatory workshops.
D Good writing and presentation skills.
D Good communication skills.
D Experience In conducting and facilitating strategy development and/or Large, multi-facetted programmes.
D legal entity (Individual) or registered organization
