Customs Coordinator - Procurement and Contracts (2 Positions)
Location: Kampala, Lake Albert production installation base or other cities in Uganda if required.
Primary function:
• To coordinate customs activities and provide support to the customs team.
Responsibilities:
• Assist to review all shipping documents and customs declarations/entries, to ensure least cost duty minimizing alternatives to sourcing decisions.
• Assist to review all set of documents to ensure that documents are correct and consistent to shipping instructions to avoid any clearance delays
• Supervise Freight forwarders and Customs Agents by Preparing a comprehensive metrics review of Key Performance Indicators, track, monitor and evaluate the same performance.
• Assist to identify areas requiring improvement and develop solutions and strategies of improving their performance.
• Liaise with the logistics supervisor to prepare for pre-shipment inspection, QC receiving events capacities to complete SCM cycles and ensure that the supply chain process is efficient, flawless and cost effective.
• Liaise with the logistics supervisor to establish, review, deploy and implement procedures to ensure that materials, equipment and machinery are imported and exported in compliance with all the applicable government regulations and company standards
• Update daily tracking reports and ensure timely and accurate data capturing as well as setting up priorities.
• Alert the End User departments in case of any discrepancies, errors and or omissions on a shipment status.
• Take part in the management of the supply chain and ensure all materials and equipment are delivered in time and good condition, including responding to inquiries from Customs Brokers and internal customers and resolve any issues impacting shipments including raw materials, plant equipment, consumables and spares
• Verify HS code, valuation and tax assessments to ensure general compliancy to the customs regulations
• Help Agents in interpretation of customs laws and regulations relating to Oil and Gas industry
• Research and provide technical assistance in interpretation of laws/regulations, product description, harmonized tariff codes, country of origin and for the resolution of all custom compliance issues for agents and company.
• Review all entries made in Asycuda World system, Conduct post-entry audits and identify entry corrections as needed and coordinate any audit query in regards to customs declarations made.
• Maintain Records for all customs transactions and correspondences. Perform other responsibilities as may be assigned by the Supervisor.
Knowledge:
• Knowledge of tracking and tracing systems required.
• Knowledge SCT regime and AEO Status and other customs initiatives and understanding of how to make best application of them. Knowledge of EACCMA 2004 and amendments, EAC CET, EAC rules of origin and other customs guidelines and regulations. Good understanding of customs processes, procedures and requirements
• Knowledge generating customs entries through Asycuda World.
