Overview:
The Procurement Officer manages daily procurement activities, from request to delivery of goods, works, and services, under the supervision of the Supply Chain Manager. The role includes asset inventory management and ensuring compliance with ethical purchasing standards and company policies.
Key Responsibilities:
- Assist in selecting suppliers/contractors, ensuring ethical procurement practices.
- Draft and monitor Service Level Agreements (SLAs) to evaluate supplier performance.
- Collaborate with internal stakeholders to determine procurement needs, quality, and delivery requirements.
- Manage order placement, material replenishment, and supplier performance.
- Continuously monitor and improve supplier performance per SLAs.
- Control expenses against approved budgets.
- Develop sourcing strategies and set cost-saving budgets.
- Negotiate and manage payment terms and vendor contracts.
- Maintain and update inventory, receive and distribute orders, and resolve discrepancies.
- Ensure timely delivery and maintain supplier relationships, renegotiating prices regularly.
- Coordinate annual overseas orders and manage asset barcoding and stocktaking.
- Ensure timely vendor payments and provide necessary administration/reporting.
- Analyze and recommend make-or-purchase and lease-or-purchase policies.
- Advise on procurement methodologies, develop solicitations, and ensure compliance with laws and regulations.
- Prepare Invitations for Bids (IFB), Request for Proposals (RFP), and negotiate contracts.
- Track and report monthly/annual purchases and contracts, and manage QuickBooks updates.
Qualifications and Experience:
- Education:
- Bachelor’s degree in Pharmacy, Finance, Supply Chain, Procurement, Operations, or related field.
- Professional Experience:
- Minimum 5 years of experience in coordinating Supply Chain and Procurement functions.
- Service Management:
- Familiarity with outsourced service management.
- Communication:
- Strong communication and interpersonal skills.
- Technical Proficiency:
- Proficient in financial software/tools.
- Experience with QuickBooks Enterprise Edition or similar ERP systems (highly desirable).
- Certifications:
- Project Management, Lean Six Sigma, or equivalent certification (highly desirable).
- Licensed/Registered Pharmacist (highly desirable).
