Regional M&E Officer (2 Positions)
General Summary

The Regional M&E Officer will hold dual responsibility for ensuring timely collection, entry, processing, documentation and dissemination of all data and information relevant to project and PMP reporting and coordinating and delivering targeted M&E TA to regional teams and local government counterparts. S/he will follow up and ensure timely collection of data, check for completeness and reliability of data before entry into the database, ensure timely data entry into the database, check for completeness of entered data against the physical data on forms/tools and perform elementary data analysis to inform service delivery. S/he will be an integral part of the regional team and support coordination and delivery of M&E TA to M&E regional and district teams and local government staff across districts of operation as part of capacity development and systems strengthening initiatives.

Key Responsibilities
• Responsible for ensuring timely, high quality data collection, entry, analysis and reporting by regional M&E teams across districts of operation.
• In collaboration with regional level technical officers, take lead and guide development and monitoring of departmental annual and quarterly targets and work plans.
• Provide monitoring and evaluation capacity building, train district level, implementing level staff on indicators, data collection tools and processes, and reporting.
• Systematize data repository systems and ensure safe data storage (hard copy & electronic data) on central project databases on a monthly and quarterly basis.
• Conduct data validation processes and work closely with technical teams to identify problematic areas and make appropriate recommendations for continuous improvement.
• Support data quality assessment exercise in collaboration with the M&E team.
• Contribute to and implement OVC Inter -Regional M&E learning agenda.
• Ensure timely availability of updated service provision and MEL data collection tools.
• Compile and share data collection and entry timelines to all OVC Inter-regional activity teams.
• Manage and maintain a quality assurance and control system to ensure accuracy, integrity and validity data.
• Coordinate with technical officers and program MEAL assistants to ensure that timely preparation of reports is according to expected guidelines.
• Lead the development of district level indicator targets and routine performance flagging to ensure that project performance is on track.
• Lead and coordinate adaptation of data collections tools and data management systems.
• Any other duties as may reasonably be assigned from time to time by the supervisor.

Person Specification
• Bachelor’s Degree in Statistics, Quantitative Economics, Social science or related field with a computing bias.
• Post graduate diploma in Monitoring and Evaluation, public Health or related field will be an added advantage.
• Four (4) years professional and or analytical work experience in monitoring and evaluation preferred.
• Fluency in PEPFAR’s OVC M&E and results framework and up-to-date knowledge of PEPFAR indicators.
• Good understanding of PEPFAR/MOH/MGLSD reporting requirements, expectations and tools.
• Understanding of healthcare systems in resource-limited settings, knowledge of OVC programs preferred.
