JOB DETAILS:
Main Purpose of the Job:
The Project Officer-Voluntary Medical Male Circumcision (VMMC) will support the implementation of VMMC services in the Cluster Areas in Soroti Region.
Key Outputs:
• Oversee the planning, implementation and monitoring of VMMC services
• Provide quality assurance and control for the VMMC program in line with national guidelines
• Provide technical support for quality assurance and quality improvement activities
• Coordinate training of staff using an approved curriculum
• Liaise with Ministry of Health and DHT officials and other key stakeholders in coordinating implementation of VMMC services
• Prepare annual work plans for implementing activities, budgets and reports for VMMC
• services
• Establish and maintain good working relationships with MOH & DHT staff at all levels and other partners to ensure effective and efficient implementation of the program at all levels.
Key Duties and Responsibilities:
• Take lead in coordinating VMMC demand creation interventions at community level so as to scale-up uptake of VMMC services
• Support the Cluster Team Leader in ensuring smooth and timely implementation of VMMC activities in the Cluster Areas within Soroti region
• Significantly contribute to development and/adoption of VMMC SOPs (e.g mob, surgery, Adverse Events)
• Ensure that VMMC is provided in accordance with MoH & PEPFAR guidelines in the Cluster Area in Soroti region
• Identify & recommend providers for training & retraining in VMMC services delivery in the Cluster areas in Soroti region
• Ensure adequate availability of supplies/commodities to VMMC providers in the Cluster areas in Soroti region
• Ensure provision of safe and quality VMMC services in the Cluster areas in Soroti region
• Ensure that Adverse Events are prevented, monitored, well managed and reported
• Conduct support supervision in the Cluster areas in Soroti region
• Ensure monthly, quarterly, semi-annual & annual VMMC targets are achieved in the Cluster Areas in Soroti region
• Liaise with the M&E Specialist and M&E/QI Officers to ensure timely generation of quality reports for submission to the Prevention, Care and Treatment Advisor
• Participate and represent the TAF (AIC) Cluster in VMMC stakeholders’ meetings in Soroti region
• Work closely with DHOs to constitute VMMC teams in the districts within their Cluster
• Ensure that finances and commodities/supplies are appropriately budgeted for, efficiently used and fully accounted for;
• Appraise the performance of VMMC staff and demand creation structures within their Cluster
• Maintain smooth regular information flow with MOH officials, and TAF (AIC) Regional Project technical staff on technical issues.
• Perform any other duties as assigned by the supervisor from time to time
PERSON SPECIFICATIONS: Project Officer- Voluntary Medical Male Circumcision Minimum Academic Qualifications:
• A Bachelor’s degree in Social Sciences, Education, Development Studies, Community Psychology or Public Health, Medicine or a related field. At least 3 years’ experience in HIV/AIDS Programming, preferably with PEPFAR-funded projects.
Required Experience and Skills:
• Excellent managerial, supervisory and administrative skills.
• Sensitivity of cultural differences and understanding of the political and ethical issues surrounding HIV and VMMC services
• Ability to work with others and maintain compatibility among project staff, sub-contractors, consultants and recipients of assistance.
• Ability to manage projects, set priorities and plan for the successful implementation of programs.
• Ability to work with minimum supervision, team player with drive as an initiative
• Program management experience with implementation of VMMC program
• Degree in Medicine, preferably with supervision skills
• Working experience of at least 5 years and at least three years in HIV prevention, care and treatment
• Familiarity with decentralized public health systems.
• Excellent computer skills in MS Office Applications.
• Proven ability to ride a motor cycle is a MUST.
• Willingness to work in rural settings
