FHI 360 is implementing the USAID Maternal Child Health and Nutrition (USAID MCHN) Activity, a fiveyear program (January 2020 to December 2024) designed and funded by USAID to improve maternal, newborn, child health, and nutrition (MNCH) outcomes in Uganda. The Activity also supports improved delivery of MNCH services in Kampala through strengthening service delivery systems, focusing on the urban poor, in both public and private sectors. The organization desires to recruit the following:
Community nutrition officer (04 positions)
Location: Kampala, Uganda
Reports to: Nutrition Technical Advisor - Kampala
Duration: 120 days
Purpose:
FHI 360 seeks four community nutrition officers to augment the project’s efforts in strengthening the capacity of community-facility linkages to deliver prevention and lifesaving interventions for optimal maternal new-born child and adolescent nutrition (MCHN) outcomes in Kampala City Health Divisions, enhancing community detection, referral and follow-up of maternal new-born, child and adolescent malnutrition in Kampala City Divisions to avert default and early deaths, and fostering Strengthen the enabling environment to deliver prevention and lifesaving interventions for optimal MCHN in Kampala City Divisions.
Roles and Responsibilities
• Jointly work with Division Health Team members and MCHN program team to orient community resource persons on key elements and implementation methods for delivering integrated packages for community MCH, Nutrition, post-partum family planning, and Gender-Based Violence program services.
• Conduct integrated community outreaches within the targeted underserved communities that have not been reached with community interventions in the Nakawa and Rubaga divisions and roll out integrated community MIYCAN, MCH, and post-partum family planning (PPFP) services.
• Monitor and supervise the 14 established Family Care Groups/community resource persons to mobilize and teach mothers and assess and refer malnourished children for care.
• Work with VHTs to support mobilization within their catchment villages using megaphones and routine community engagement platforms.
• Mobilize and facilitate trained community resource persons and facility teams to conduct homehome visits targeting households with children 0-23 months to promote uptake of positive child health promotion and feeding practices at household level.
• Conduct community dialogues (with local opinion leaders, beneficiaries, and facility teams, VHTs, etc) in identified communities not yet reached with community services,opportunities and bottlenecks for delivery and uptake of services, and jointly design solutions, including aligning to and collaborating with other actors and stakeholders within communities.
• Conduct social mobilization and demand creation for integrated community nutrition and MCH services, in collaboration with existing partners, including USAID SBCA. USAID MCHN will obtain from SBCA, print, and provide MoH approved IEC materials/talking points to community resource persons to cascade health promotion messages to their respective communities.
• Work with Division health teams to orient existing VHTs, FCGs and adolescent and male champion groups in targeted communities and leverage their efforts and voices to sensitize community member and households on components of the package of interventions, Maternal, infant and young child nutrition, general WASH and male involvement.
• Coordinate and facilitate trained community resource teams to conduct active screening and referral of identified children with malnutrition by leaders of FCGs, VHTs and health facility focal persons during FCGs meetings, outreaches and at facility outpatients or triage areas. GBV, and MCH and FP clients that need further care from health facilities or other service points will be referred appropriately and documented in the community facility referrals register.
• Implement community-level nutrition quality improvement interventions using WI-HER’s IDARE (Identify, Design, Apply/Assess, Record, Expand) QI methodology, starting with a few parishes in each Division and subsequently expanding to more parishes.
Requirements/ Qualifications
• Bachelor of Nursing, Public Health, or health-related disciplines. Possession of a Master of Public Health will be an added advantage.
• A minimum of 3 years of experience in implementing district-led programming approaches to build capacity and provide technical and logistical support for improved access and utilization of family planning services in Uganda.
• Knowledge of the current national and international family planning policies and guidelines.
• Demonstrated skills in collaborative engagement, program planning, use of CQI to improve systems and processes, and knowledge management.
• Ability to work independently in a complex environment, and manage high-volume, fast-paced workflow.
• Previous experience in a USAID-funded program is an added advantage.
• Demonstrated ability to effectively communicate and collaborate with various stakeholders towards the achievement of common goals.
• Excellent interpersonal skills and ability to establish effective working relations with different stakeholders.
• Perform other duties as may be assigned by and agreed upon with the supervisor.
