JOB DETAILS:
The Rural Electrification Agency (REA) is the Secretariat of the Rural Electrification Board (REB). The REB’s main function is to oversee the management of the Rural Electrification Fund (REF) and facilitate the development and implementation of rural electrification projects under several sources of funding. In order to strengthen its Human Resource Capacity to fulfil the above intention, REA is seeking to recruit .

Purpose and Reporting:
Reporting to a Senior Project Engineer the Assistant Project Engineer will represent the Agency at the project site, confirm the progress of construction of the Grid and ensure quality of works while liaising with key stakeholders to ensure smooth project implementation.
Key duties:
Contract Management:
• Ensure submission of Contractors securities and verification by REA
• Schedule and facilitate timely site handover
• Ensure timely submission and preparation of reports, programs and key contractual deliverables throughout the implementation period.
• Review, update and approve reports and deliverables throughout the implementation period.
Supervision of construction works for quality compliance:
• Ensure supply and use of quality material as per specifications in the Contracts.
• Ensure adherence to good engineering practices with reference to the Contracts and the engineering memorandum.
• Review and recommend approval of change orders and or instructions to avoid compensation events.
• Ensure the contractor's activities are monitored and controlled in accordance with schedule, design specifications, and contractual requirements. Supervise construction work for quality compliance
• Ensure adherence to construction standards and good engineering practices during installation
• Undertake audit of all materials delivered to site.
• Maintain a daily work log
• Prepare test protocols, schedule and facilitate network pre-commissioning and commissioning.
• Facilitate site meetings and hand over of completed network.
• Report on progress and commitment and performance of the supervision consultants
• Ensure participation of key stakeholders during implementation of the project including the local community and service providers.
• Participate in pre-commissioning and commissioning exercises for the projects.
Enhance and promote the image of REA
• Participate in stakeholder meetings during implementation of projects.
Project monitoring, control and quality management
• Oversee the entire value chain including suppliers, sub-contractors and key stakeholders to mitigate any risks.
• Confirm placement of orders and delivery schedules with suppliers.
• Review and recommend approval of subcontractors in line with contractual requirements including conducting due- diligence.
• Review and certify progress of works and subsequent payments.
• Schedule and facilitate monthly top level progress review meetings with project managers at REA offices.
Supervision, monitoring and correction of defects during Defects Liability Period.
• Schedule and conduct periodic defect liability inspections/audits, generate snag list and follow up correction of snags.
• Schedule and facilitate final defects liability inspection with all major stakeholders.
• Prepare comprehensive project closure reports
• Assess overall performance of contractors.
Monitor environmental and social compliance.
Liaise with safeguards personnel to ensure that project implementation complies with environmental and social safeguards requirements.

Required Qualifications and Experience:
• A minimum of Diploma in Electrical Engineering.
• A diploma or certification in project management will be an added advantage.
• Working experience of at least 3 years in power line construction.
• Experience in project management.
• Experience of power system commissioning and maintenance practices.
• Computer literate and able to use MS Office applications for project management and report writing.
• Must be below 40 years of age
