JOB DETAILS:
The Government of the Republic of Uganda has received a loan and a Grant equivalent to US$33million and US$10million respectively from the islamic Development Bank (IsDB) for the implementation of the Local Economic Growth (LEGS) Project. The Goal of the LEGS Project is to contribute to the achievement of Sustainable Development Goals with main emphasis on (SDG) (i) No Poverty; (ii) Zero Hunger; (iii) Clean Water and Sanitation; (iv) Affordable and Clean Energy. This goal will be achieved through provision of water for production and consumption and the construction of basic rural and market infrastructure to increase household income for small rural farmers in the project areas.
As part of the implementation, the Ministry of Local Government will set up Project Liaison Units in the project Districts, whose role will be to support the participating Local Governments (LGs) in the day-to-day implementation of the Project Activities. The Ministry is therefore seeking the services of interested and eligible Candidates to fill the following Positions on the Project Liaison Units (PLUs)
Post: 5 Cluster Team Leaders.

The Cluster Team Leader will be responsible for
• Overall management of the LEGS Project Affairs in the Cluster of Districts to which he/she shall be assigned;
• Overseeing and managing both the technical and operational aspects of Project Implementation;
• Leading the preparation of work plans and work schedulesfor the Project Cluster where he/she shall be assigned;
• Preparing Timely Reports as may be required by the Ministry from time to time;
• Providing technical support to the Districts in his/her Cluster to ensure that all Project deliverables are obtained in time and with utmost quality and quantity;
• He/she will ensure timely and technically sound implementation of approved work plans to achieve the set outputs, and will account for all PLU Human and Financial Resources and Assets.
• He/she will directly supervise the Sector Specialists as well as the Finance and Administration Assistants under his/her jurisdiction.
• He/she shall attend to all project issues that may be raised by the District Authorities in the Cluster;
• Guiding Procurement at Districts;
• Collecting and presenting Monitoring and Evaluation information;
• Ensuring efficient and effective communication flow between District and Ministry of Local Government.
• He/she shall handle any other issues that may be assigned to him/her by Superiors;
• Facilitate the auditing and review processes.

Qualifications and experience: The Candidate should possess an Advanced Degree in infrastructure Development, Agriculture, Community Development, Rural Development, Economics or a related Development Field with a minimum of five years’ experience in implementing Rural Development Programmes.

He/she should have Work Experience and Skills that include the following:
1. Project Planning, Organizing and Co-ordination;
2. Information and Communications Technology
3. Concern for Quality and Standards;
4. Ethics and Integrity, Communication and Time Management;
5. Ability to work with Minimal Supervision and work towards Deadlines;
6. Caretaking of Supervising Missions;
7. Acting as a Focal Point Person for the Ministries and District.
