JOB DETAILS:
Main Purpose of the Job:
To coordinate and provide strategic and policy guidance to the Medical, Psychosocial, Planning, Monitoring & Evaluation, and regional Health Systems Strengthening and capacity building/development functions. The Regional Manager will lead the Health Systems Strengthening (HSS) project to scale up health services in the Region to ensure accelerated comprehensive HIV Prevention, Care and Treatment programs for HIV/AIDS epidemic control in the Region.
Key Outputs:
• Oversee the implementation of all project activities;
• Provide overall strategic leadership and oversight of the project, including overseeing the implementation of all the thematic areas;
• Supervise the overall project management, quality and timeliness of deliverables, external representation, and coordinate with the donors;
• Oversee and manage the sub-grant awards that are expected in each of the technical areas;
• Ensure systems and internal controls are in place to effectively manage, monitor, and report on sub-awards;
• Strategic Plans and budgets drawn up for Project management, capacity development and Health systems strengthening;
• Medical, psychosocial and capacity development strategies developed;
• Program management and capacity development activities coordinated, monitored and regular reports availed;
• Strategic information to all stakeholders provided;
• Strategic information and Data from Monitoring and Evaluation availed for planning, programming and capacity development;
• Projects and capacity development reports disseminated; OVC support provided;
• Quality assurance reports implemented and evaluations done;
• Supervise, guide and manage project staff performance;
• Resources mobilized to support HSS project work and other TAF (AIC) programs;
• Timely and effective reporting.
Key Duties and Responsibilities:
• Provide leadership support to project management and capacity development teams and represent the directorate at different fora;
• Take lead of the development and interpretation of health strategies and annual plans and ensure that they are operational;
• Take lead in the planning, coordination and interpretation of research and M&E activities in TAF (AIC);
• Coordinate the development, review, rollout and operationalization of the accelerated epidemic control strategies in the region as guided by the set Standard Operating Procedures;
• Read extensively and guide the project team on how to use evidence-based approaches towards HIV/TB care and treatment;
• Coordinate the initiation and maintenance of partnerships in relation to project management and capacity development need;
• Supervise and monitor the performance and outputs of the Technical Focal Persons OVC, EMTCT/EID, HIV/TB Care and treatment, Laboratory Services Strengthening, Pharmacy supply chain; Liaise with officials at MOH, UNHLS,NTLP,MGLSD to advance TAF (AIC) and donor plans to accelerate epidemic control;
• Provide technical advice to management on Health systems strengthening, programming and project management;
• Support the Human Resource Department in the formulation of the capacity development plans for project staff; Carry out team building events, coaching, mentoring and set performance targets and conduct performance appraisals for supervisees;
• Directly work with the project focal persons at donor level to ensure the effectiveness of the project goals and impact;
• Monitor the TB Project performance in achieving the project goals and objectives as guided by the National Strategic plan;
• Identify NGOs and other private entities to implement various Project demands in the acceleration of the epidemic control in the region;
• Oversee the management systems implementing all activities undertaken with funds provided in the contract;
• Oversee the annual project planning cycle which formulates comprehensive annual work-plans and budgets;
• Preparing monthly, quarterly and annual project activity reports as specified in the contract;
• Functionally liaise with the different Sub Recipients, MOH and other concerned bodies and ministries, appropriate private sector groups, on all administrative and financial matters related to the project;
• Organize quarterly meetings of the different Sub Recipients to review performance and assess the project impact to the disease burden in the region;
• Manage timely dissemination of project reports to the donors and other stakeholders;
• Attend National and international meetings to share the project performance results and seek technical support from the Executive/Project Director and the donors on the course of action;
• Strengthen the community systems & linkages; Implement community best practices so as to achieve the project objectives to towards the acceleration of epidemic control and OVC support in the region;
• Identify project gaps and regularly develop strategies to address them.
• Any other duties as may be assigned by your immediate supervisor.
PERSON SPECIFICATIONS: Regional Manager Minimum Academic Qualifications:
• Master’s degree in Public Health, or any another related medical field with a Bachelor of Medicine and Bachelor of Surgery (M.B.; Ch.B) or a related medical discipline.
• Demonstrated progressive experience in public health with the ability to negotiate, collaborate and coordinate with a range of stakeholders in context of complex and shifting priorities
• Demonstrated management capacity in HIV/AIDS and TB programs with proven ability to oversee multiple projects simultaneously in multiple locations
• Excellent organizational, leadership, analytical, supervisory and team-buildings skills
• Experience building organizational capacity and service delivery
• Training in HIV/AIDS care and management is essential
• Training in project planning and management will be an added advantage.
Required Experience and Skills:
• Eight (8) years relevant experience in implementing public Health/HIV/AIDS related projects at Regional level;
• Experience working with district health systems and managing project teams;
• Excellent written and verbal communication skills;
• Knowledge of PEPFAR/US government programming policies and regulations, procedures and practices,
• Excellent interpersonal skills including the ability to work effectively with the District Health Teams and Health Facilities;
• In-depth knowledge and experience in HIV/AIDS programming issues; Project planning and management skills.
