JOB DETAILS:
The Government of Uganda (GoU) has received a loan from the International Fund for Agricultural Development (IFAD) and the OPEC Fund for International Development (OFID) towards financing a ten-year National Oil Seeds Project (NOSP).
The Project is being implemented by the Ministry of Agriculture Animal Industry and Fisheries (MAAIF) as the Lead Project Agency, in partnership with the Ministry of Local Government(MoLG) other agencies, the private sector and farmer Organizations. The Project will be implemented in six area-based hubs: West Nile, Gulu, Lira, Karamoja, East and Mid-Western Uganda.
The project goal of the NOSP is: 'inclusive rural transformation through sustainable development of the oilseeds sector, while the Programme Development Objective is to 'to accelerate commercialization in key oilseeds value chains and thereby improve the livelihoods and resilience of the smallholders engaged in oilseed production and marketing
According to the Financing Agreement with IFAD, MAAIF is expected to set up a Project Coordination Unit (PCU) for the day-to-day management and implementation of the NOSP.
Applications are therefore, invited from suitably qualified and experienced Ugandans to apply for the following positions existing in the National Oil Seeds Project Coordination Unit

Post: Assistant Accountant
Reports to: Project Accountant
Duty Station: Kampala / Entebbe
Contract Duration: Two-year contract renewable based on satisfactory performance against agreed targets and deliverables.

Scope of work;
The Assistant Accountant reports to the Project Accountant and is responsible for ensuring a proper accounting filing system for NOSP. He/she will follow up of accountabilities from districts, staff and other implementers, as well as appropriate data entry and reconciliations

Main duties and responsibilities:
• Preparation of source documents, e.g. payment vouchers, journal vouchers
• Chronological filing of documents with adequate cross reference to ensure ease of retrieval
• Follow up of accountabilities, maintaining a detailed log of outstanding accountabilities;
• Data entry into the accounting system
• Preparation of reconciliations for review by the Project
• Accountant and Financial Controller, Facilitate both internal and external audits on project's financial transactions and oversee that reports meet the required submission dates by IFAD
• Provide support in preparation of reports to enable the withdrawal of funds from IFAD and Gou;
• Proactive support to the district designated project support accountants;
• Maintain key registers such as fixed assets, inputs into the contracts register, and contract monitoring forms
• Support in the preparation of informative management accounts in the form of monthly, quarterly, semiannual and annual reports regarding aspects of project financial monitoring, bringing out variances and advising implementers as to the limits of expenditure
• Carry out any other activities that are assigned by the Financial Controller

Minimum academic Qualifications
• Applicants should be Ugandans holding an Honours Bachelor's Degree in Accounting and at least Part II of CPA-U or its equivalent

Working experience:
At least two years of relevant work experience

Competencies:
Excellent quantitative and analytical skills; Computer-literate including accounting packages and well versed in the use of Excel, Word and basic data base setups.

Bachelor Degree
