JOB DETAILS:
Department Overview
The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services, and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions.
The Regional Service Centre in Entebbe (RSCE) was created in July 2010 following the adoption of General Assembly resolution 64/269. The RSCE provides efficient, client-oriented, and scalable services aimed at centralizing transactional, non-location-dependent administrative functions from its client entities. These services include human resources, finance, multimodal movement and control, personnel and cargo transport, and ICT support. The Office of the Director RSCE oversees strategic planning, communication, budgeting, human resources, quality assurance, property management, conference services, and risk management.
This position is located in the Travel, Claims, and Education Grant Pillar, Claims Service Line at RSCE. The Associate Finance Officer reports to the Service Delivery Manager and supports overall management within the Claims Service Line under the RSCE Service Delivery Model.

Responsibilities
Under delegated authority, the Associate Finance Officer will:
1. Service Delivery:
o Monitor the achievement of RSCE Key Performance Indicators (KPIs) and Service Level Agreements (SLAs) for projects/programmes related to the Claims Service Line.
o Manage delivery of services including processing of travel and non-travel claims for all RSCE client missions, ensuring adherence to UN policies and practices.
o Assist the Service Delivery Manager in reviewing complex queries and cases.
o Develop outreach presentations and communication on Travel and Claims.
2. Budget and Financial Management:
o Participate in preparing annual budget proposals, resourcing priorities, and cost estimates.
o Review, analyze, and revise financial data, including Result-Based Budgeting (RBB) inputs.
o Assist in preparing budget performance reports in compliance with legislative requirements and ensure valid variances are addressed.
o Develop inputs to the UN legislative process for financing requirements, including submissions to FOFD, ACABQ, and the Fifth Committee.
3. Audit and Compliance:
o Provide financial interpretations, adaptations, and corrective actions in response to audits and queries, ensuring adherence to UN financial regulations.
o Act as the focal point for internal and external audits.
o Serve as a Certifying Officer under Financial Rule 105.5 or an Approving Officer under Financial Rule 105.4.
4. Claims Management:
o Review and verify documentation for travel and non-travel claims.
o Develop communication strategies and content for RSCE’s intranet on claims-related issues.
o Identify and implement training needs for the service line staff.
5. Reporting and Documentation:
o Monitor and analyze operational data, creating regular performance reports.
o Maintain and ensure data accuracy in financial records and systems.
6. Other Duties:
o Manage staff performance, ensure resource allocation aligns with goals, and handle training for team members.
o Perform additional duties as assigned by the Service Delivery Manager.

Education
• Advanced University Degree (Master’s or equivalent): Required in business administration, finance, or related fields.
• Bachelor’s Degree: With two additional years of relevant experience may be accepted in lieu of the advanced degree.

Work Experience
• Required:
o Two years of progressively responsible experience in finance, administration, budget, or related fields.
o Experience in using ERP systems such as SAP.
• Desirable:
o Experience in UN field operations or other international organizations, particularly in conflict or post-conflict settings.
o Familiarity with IPSAS standards.
o Proficiency in advanced Microsoft Excel, Word, PowerPoint, Power BI, and data analysis.
o Experience in shared service centers providing national and international client services.

Languages
• Required: Fluency in English (oral and written).
• Desirable: Knowledge of French or another UN official language.

Assessment
Qualified candidates may undergo an assessment exercise, which could include competency-based interviews.

• Temporary Assignment: This position is available until 30 June 2025. Selected candidates are expected to start immediately.
