BID NOTICE UNDER OPEN INTERNATIONAL BIDDING
Request for Expression of Interest for Provision of Consultancy to Undertake an Environmental and Social Impact Assessment (ESIA) for Nalubaale and Kiira Hydropower Plants Rehabilitation Project Procurement Reference: UEGCL/CONS/23-24/30078
Uganda Electricity Generation Company Limited (UEGCL) is to receive financial and technical support from The French Development Agency (Agence Française de Développement, AFD) the European Union (EU) and the European Investment Bank (EIB) to be used for the Rehabilitation of Nalubaale (180 MW) and Kiira (200 MW) Hydropower Plants.
UEGCL now invites eligible Consultants to submit sealed Expressions of Interest to undertake an Environmental and Social Impact Assessment (ESIA) for Nalubaale and Kira Hydropower Plants
Rehabilitation Project that shall include:
At Nalubaale HPP, the rehabilitation aims to preserve current generating capacity of Nalubaale HPP of (10 x 18.6 MM) for another 30 years. For this purpose, the 10 units at Nalubaale HPP will be rehabilitated during the first 6 years, unit by unit without interuption.
At Kira HPP, rehabilitation will be limited to replacement of old hydromechanical equipment and modemization of the operation and monitoring system.
River Bank Restoration will be carried out as they are relevant to stability
of the infrastructure.
The main objectives are;
to design a project which respects the environment and populations by jointly defining activities and measures which need to be implemented in order to improve the environmental and social quality of the project to inform decision making by verifying the social and environmental viability of projects put forward for financing and thus limit legal, financial and reputation risks.
Interested Consultants should provide information demonstrating that they are eligible and possess the required qualifications to perform the services, supported with relevant documentation (detailed in the document to be availed to Consultants upon request via email on pdu@uegol.go.ug)
The short-listing criteria will include:
Eligibility Requirements;
• Valid Trading License or equivalent
• Certificate of registration/Incorporation or equivalent
• Valid certificate in quality management systems from an international standard certification body (eg ISO 9001 Quality Management Certificate or equivalent)
• NEMA certification:
Required Experience;
• Pagesce carrying out at least three (3) ESIA for large infrastructure
• projects in the past 10 years, including at least two (2) projects concerning the construction or rehabilitation of a large Hydropower Power Plant with at least one (1) in Africa.
Minimum Required Financial Resources;
• Recommendation from your bankers on the ability to mobilise financial resources of at least Euro 200,000 as and when required.
Minimum Personnel requirements.
• Demonstrate capacity in terms of human resources (detailed in the document to be availed to Consultants).
• Access to local representatives partners with required skills
• Minimum quality standards
• Evidence of acceptable quality certifications
Consultants may associate with other firms in the form of a Joint Venture to enhance their experience. The form of association, where applicable, should be indicated in the Expression of Interest.
Only shortlisted Consultants shall be considered for Requests for Proposals.
Interested eligible consultants may obtain further information at the address given below from 09:00am - 04:00pm on working days. Sealed Expressions of Interest with one original and three copies (One searchable pdf copy of the complete EOI shall be submitted on external drive (memory stick flash drive) with the proposal. Ensure that separate digital copy provided is consistent with the content of the hard copy) must be delivered to the address below at or before 11:00 am on Friday 9 August, 2024.
