Budget Reporting JV Coordinator

On behalf of our Client in the Extractives sector, we are looking for (a) competent individual(s) to fill the following position:
POSITION IN THE ORGANISATION
Job Title: Budget Reporting JV Coordinator
Reports to: Budget and Reporting Manager
Direction: Finance Department
Location: Kampala
ACTIVITIES
At all times the job holder will:
• The job holder performs the Budget/Reporting activities of Operated blocks (CA-1 and LA2N), Non operated blocks under the Joint Venture agreements (EA3 and LA2S) and East Africa Crude Oil Pipeline (EACOP):
• Prepare reliable and accurate monthly reporting as requested by HQ and TEPU Uganda management.
• Ensure completeness of the monthly reporting as well as consistency with cost control and accounting records based on SAP extracts.
• Deliver monthly reporting in line with TEPU and HQ monthly requirements: in particular, the job holder is responsible for meeting all internal and external deadlines and format requirements.
• Liaison with HQ finance department and “Métier” to ensure implementation of upto-date procedures and methodologies.
• Prepare monthly performance financial report providing variance analysis (actual vs. budget, actual year n vs. n-1 etc…) and forecast updates to help management decision making.
• Coordinate the preparation of Budget (internal and external); inform department managers of format and due dates for the submission of budget information and ensure follow-up in close link with them.
• Review proposed budget submissions from department managers for accuracy and completeness.
• Liaise with Business and Development for preparation of Non-Operated budgets (EA3, LA2S and EACOP)
• Examine whether budget submissions can be achieved based on known capacity constraints (internal and external) and inform management of potential problem areas.
• Propose enhancements to the budget model.
• Create a consolidated budget version for management approval.
• Prepare clear and accurate presentations (PowerPoint) for the different review/approval committee/boards. Ensure perfect matching with HQ format requirements.
• Share the approved budget throughout the organization and explain issues as requested.
• Put in place and maintain budgeting policies and procedures
• Support internal audit exercises as regards to Budget/Reporting and ensure SOX compliance
QUALIFICATIONS AND REQUIRED EXPERIENCE
Qualification:
• Bachelor’s degree in Financial Management, Accounting, or related field. Professional qualification in ACCA/CPA is an added advantage.
Experience:
• Minimum 3 years’ experience in Budget and Reporting in Oil & Gas Upstream Sector.
• Excellent knowledge of Microsoft office (Excel, Power Point and Word).
• Excellent communication, interpersonal and analytical skills, and ability to work in a team.
• Good knowledge of the Oil & Gas business.
