This Opportunity:
The Care Reform Consultant will provide technical assistance and implementation support for the United States Agency for International Development’s (USAID) Data for Impact (D4I) project activities in Uganda. D4I supports countries to generate and use high-quality data to improve their programs and policies.
In Uganda, D4I is working with the Ministry of Gender, Labor and Social Development (MGLSD) to strengthen the collection, management and use of routine data to improve the provision of alternative care services in Uganda. This is in line with the objectives established in the U.S. Government strategy for Advancing Protection and Care for Children in Adversity (2019– 2023) (APCCA), the UN Guidelines for the Alternative Care of Children and Uganda’s National Framework for Alternative care (NFAC).

The initial contract period for this position is 6 months with an estimated 50% LOE.

Reporting and Supervision:
This position will report to the D4I Senior Resident Advisor.

Primary Duties and Responsibilities:
• The Care Reform Consultant will provide technical leadership and support to plan safe and sustainable family care solutions for children in Unapproved Children's Homes (UCHs). Specific activities will include supporting D4I and MGLSD to:
• Plan for closure/transition of Unapproved Children's Homes, including convenings with key stakeholders to discuss and agree on the process of closure/transitioning residential care services.
• Train the national and district-level transition teams.
• Train on PSWOs and Health Inspectors on using the toolkit for assessing compliance of children's homes to minimum quality standards
• Facilitate engagement with founders and managers of unapproved children’s homes.

This position is based in Kampala, Uganda and reports to the D4I Senior Resident Advisor.

Key Competencies Required:
• Bachelor’s degree in public health, social work, or related field
• Experience in fostering data use for decision making
• Experience in capacity building through training and technical assistance
• Demonstrated expertise in group facilitation, with presentation skills
• Technical expertise in case management for separated children
• Excellent communication and diplomacy skills
• Willingness to travel within Uganda
• English language fluency
• Strong writing skills
• Legal permission to work in Uganda
• Professional Expertise/Competencies Preferred:
• Experience working with government stakeholders a plus
• Familiarity with the United Nations’ Guidelines for the Alternative Care of Children and National Policies on child protection and care strongly preferred
