Job Description

The IRC has been working in Uganda since 1998 supporting Internally Displaced Persons (IDPs), refugees and local communities. IRC Uganda has a country office in Kampala and field offices in Amudat, Imvepi, Kitgum, Kyegegwa, Lamwo, Moroto, Kiryandongo and Yumbe. Specifically, to health and nutrition, the IRC implements programming in Lamwo, Moroto, Kiryandongo, Terego, Madi Okollo and Yumbe districts. The current country program portfolio includes health and nutrition, protection and rule of law, women’s protection and empowerment, education and economic recovery and development programming.

ECHO Project:
The ECHO-funded health project, entitled, Epidemic disease surveillance and response and life-saving health services to newly arrived refugees and vulnerable host community members in Uganda, is a 12-month project covering 17 districts and refugee settlements across the South-west, Mid-West, West Nile, and Northern regions of Uganda. The project is implemented through a consortium led by the IRC in partnership with Medical Teams International (MTI). The project has four main result areas: 1) Strengthened epidemic preparedness and risk reduction at the district, community and health facility levels; 2) Enhanced outbreak response and safe care for suspected and probable patients of outbreak-prone diseases at district, health facility, and community levels in refugee settlements and surrounding hosting communities; 3) Increased safe, dignified and meaningful access and utilization of quality comprehensive healthcare services; 4) Increased access to and utilization of nutrition services for severe and moderate undernourished children under five and pregnant and lactating women.

Job Overview:
The IRC is seeking for a Cash and Market Officer, based in Palabek, Lamwo, Uganda for the ECHO Project. The Cash and Market Officer will work closely with Health program staff in overseeing the daily implementation and management of cash and Voucher activities for refugees and vulnerable host communities in selected zones in Palabek settlement. The cash officer will ensure technical soundness and coherence of cash and markets activities with ECHO project nutrition interventions, IRC and donor regulations and government priorities as appropriate. He/ She will coordinate all CVA related activities and contribute to the design and implementation of CVA-based interventions in Lamwo. The officer shall carry out activities including, organize and manage cash transfers, handle cash transfer issues between IRC and beneficiaries, conduct market assessments, post distribution monitoring, market price monitoring, handling complaints related to cash programming and providing relevant feedback to clients.

Duties and Responsibilities:
• Conduct cash transfer feasibility and market assessments
• Oversee the identification, registration, and verification of cash transfer beneficiaries.
• Support in cash transfer baseline and post distribution monitoring surveys with support from the monitoring and evaluation team.
• Ensure all cash transfer activities are implemented in accordance with IRC and donor requirements.
• Carry out mentorship to the groups and individuals supported with the grants to that the intended objectives are achieved.
• Assess appropriateness of the cash transfer modalities and processes and ensure accountability and transparency in the CBI processes.
• Assist in reviewing of Standard Operating Procedures (SOPs), Cash Relief Operating Procedures (CROPS) and cash program control checklists to identify and document impacts on underlying processes, systems, people, and the organizational structure.
• Provide hands-on guidance in the engagement with bank agents, CBT PoCs, and the service providers.
• Visit target communities on regular basis to get their perceptions and experience to assist in planning and development of relevant community-oriented and sustainable programs.
• Participate in preparing work-plans and progress reports (weekly, bi-weekly, monthly, and quarterly) as defined by the project guidelines.
• Facilitate the identification designing and implementing of appropriate training needs for both refugees and host communities identified for our interventions.
• Participate and contribute to regular coordination meetings.
• Any other duties assigned by the supervisor.

Qualifications
• University degree in Business, Economics, Management, Marketing, or other business-related fields.
• 4 years’ experience in cash-based transfer programming including business grants, e-voucher, mobile cash, and cash for work in an emergency environment
• Practical experience in working with mobile Network operators and other mobile financial services such as Agent Banking and/or Mobile Money is required.
• Experience working in refugee settings
• Proficient in MS Office
• Fluency in both oral and written communication in English. Local languages/dialects is a plus.
