What Will You Do?
Bixal seeks a Chief of Party (COP) for a USAID/Uganda Strategic Information Activity. This program will provide data and other evidence to support the Office of Health and HIV (OHH) and Orphans and Vulnerable Children (OVC) program planning, monitoring, and reporting for improved program management.
The ideal candidate is a solution-oriented, resourceful, engaged, public health expert with at least 10 years of experience managing large donor funded HIV/AIDS, health strategic information activities and strengthening health information monitoring systems.
The COP will provide guidance, leadership, and oversight for a team of professionals in Uganda. The COP will be the primary liaison with USAID/Uganda and will be the authority on the implementation of the contract. The COP will liaise with the home office for support on technical issues as needed. A senior leader, the COP will provide technical oversight on all deliverables and also manage personnel, a multi-million dollar budget, and the safety and security of staff. They are equally comfortable with qualitative and quantitative data and methods and have an interest in or talent for technology.
Important note
This is a full-time proposal position contingent on contract award.
Responsibilities:
Technical:
• Provide overall leadership, management, and strategic direction for the project and oversee the performance of the team in pursuit of project goals.
• Oversee and monitor quality of all project activities and ensure timely, high-quality delivery of all deliverables to USAID.
• Oversee the production and analysis of quality and timely data for PEPFAR, OVC, and Non-PEPFAR health program planning, monitoring, and reporting.
• Oversee DQAs, special studies and assessments to support USAID-funded PEPFAR, OVC, and non-PEPFAR health program management and reporting.
• Oversee technical improvements and maintenance of the OVCMIS and CWBMIS systems.
• Serve as a thought leader and high-level representative for Bixal to USAID, host government counterparts, the private sector, donors, and other stakeholders in the development community.
• Hold ultimate accountability for the quality of work and client satisfaction for Bixal projects under this contract.
• Work with teams to strategically deploy staff and consultants.
• Work in conjunction with USAID Uganda office staff and Bixal home office staff to develop annual workplans, quarterly and annual reports, and other deliverables.
• Develop and maintain collaborative relationships with stakeholders from USAID and other in-country partners throughout Uganda.
• Ensure project responds to changing conditions and operating environments.
• Manage project partners and subcontractors, ensuring effective communication with consortium partners, identifying and resolving potential partnership issues that may arise, and ensuring cohesion throughout project implementation.
• Assist with troubleshooting and problem solving when the need arises including delivering services to the client when required.
Management:
• Mentor and supports the professional development of all staff and consultants, including identification or development of internal learning opportunities.
• Oversee project administration, implementation, and financial management to ensure project implementation aligns with budget projections, internal policies, and USAID regulations.
• Ensure effective cost-management, accurate financial reporting, and proper use of funds.
• Participate in client events and forums to positively represent the organization and develop and maintain relationships with the industry.
• As appropriate, play an active role in new client acquisition by supporting business development initiatives to enhance and grow Bixal's business in each of the areas that it works.
• Perform other duties or special projects as assigned.
Qualifications:
• Master’s degree in Public Health, Health Systems Management, International Development or a related field.
• At least 10 years of experience managing large donor funded HIV/AIDS, health strategic information activities and strengthening health information monitoring systems.
• At least 5 years of experience serving as an empathetic and successful leader to a diverse staff team delivering complex functions, including operations staff.
• Demonstrated experience coordinating effective relationships with international donors, implementing partners and other relevant stakeholders (e.g. Uganda Ministries, CDC, DoD, etc.).
• Demonstrated experience overseeing data analysis, cleaning, reporting, studies and assessments for PEPFAR, OVC and non-PEPFAR health programs.
• Demonstrated experience developing and implementing monitoring and reporting on PEPFAR, OVC, and non-PEPFAR health programs and activities.
• Demonstrated familiarity with the DHIS2, OVCMIS/CWBMIS, or similar systems.
• Strong quantitative and qualitative data analysis skills blended with expert writing and verbal communication skills.
• Strong management and people skills with a desire to cultivate growth and mentor team members.
• Demonstrated ability to successfully manage and develop staff in a multi-cultural setting as demonstrated by past experience.
• Demonstrated ability to manage USAID contracts and all required reporting requirements.
• Ability to perform internal control functions to manage day-to-day operations of the Activity.
• Fluency speaking, reading and writing in English.
