Humanity & Inclusion (HI) is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
Since the organisation was first founded in 1982, we have set up development programmes in more than 60 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.
The HI network is an organisation made up of a Federation (with 2 operational HQs in Lyon and Brussels), 8 national associations (Germany, Belgium, Canada, United States, France, Luxembourg, United Kingdom and Switzerland) and the HI Institute on Humanitarian Action. All these entities work concertedly to implement HI’s international aid and development mandate.

JOB CONTEXT :
Between 2009 and 2013, Handicap International was present in Uganda implementing Mine Risk Education activities. These activities concluded in 2013 when Uganda was declared free of mines in 2012.
In October 2017, HI launched its new programme directed at the refugee response in Arua District, West Nile region. HI is currently implementing psychosocial support services, community-based rehabilitation, protection of persons with specific needs, and disability inclusion. These actions are implemented in Omugo Settlement, the extension of Rhino Camp Settlement where most new refugees are being settled, and Imvepi Settlement. HI is now expanding it’s rehabilitation project under BPRM funding from September 2018, in consortia with Medical Teams International (MTI) to cover all three settlements in Arua District (Omugo, Imvepi and Rhino). These actions comprise the four components of HI’s Uganda Refugee Response Strategy. The total mission portfolio is 1.5 million EURO, implemented by a staff of around 50 and 15 volunteers. The current activities are limited to Arua District, HI intends to expand the scope to other refugee areas including other districts in Northern Uganda hosting South Sudanese refugee populations, and the Congolese refugee sites in Western Uganda.
Furthermore, HI has a potential Orthosis 3D printing project to launch under the Rehabilitation project in 2019, and is launching a longer-term development project on Inclusive Health, and exploring other development opportunities in inclusive education and livelihoods.
HI is legally registered in Uganda having obtained the NGO Permit, the Certificate of Incorporation, and the Memorandum of Understanding from the Office of the Prime Minister. These legal documents are required to implement activities in Uganda. HI’s Head Office is in Kampala, and field operations are based in the office in Arua Town. In May, HI will set-up a deep field station in Omugo settlement were field staff will reside and operate.
The PROJECT: “The Women’s Integrated Sexual Health (WISH) programme, under the banner ‘Leave No One Behind’, offers quality integrated and inclusive family planning and sexual and reproductive health services to marginalized and hard to reach populations: the poor, youth under 20 and people living with disability. WISH is the UK Government’s flagship programme to scale up its support to integrated sexual and reproductive health and rights (SRHR) services in a range of countries across Africa and Asia by 2021. It represents 20% of the UK Government’s Family Planning 2020 commitments. The International Planned Parenthood Federation (IPPF) manages the WISH programme through a consortium arrangement (Lot 2) with 10 IPPF Member Associations and hand – picked partners chosen for their expertise to maximise access and reach for people in 15 countries: Development Media International (DMI), Humanity and Inclusion UK (HI), International Rescue Committee (IRC), Marie Stopes International (MSI), and Options Consultancy Services (Options)

To coordinate implementation of WISH2ACTION project strategies on disability inclusive Sexual Reproductive Health and Right (iSRHR) and support project management teams in the 6 HI implementation countries, HI is looking for a Chief of party

YOUR MISSION:
Reporting to the Country Manager of Uganda with strong link with the Central Eastern South Africa Direction operations officer based in Lyon HI HQ, and managing a team of 30 person (with 5 persons on under your direct supervision), your objectives will be to:
• To allow optimum quality and impact of HI’s actions, compliance with methodological frameworks/project cycle.
• To ensure the overall coordination between HI-WISH2ACTION country-based teams
• To ensure respect of operational commitments by all countries and regular exchange of practices

Responsibility 1: Project management
• Ensure the good implementation of HI’s Monitoring, Evaluation, & Learning (MEAL) tools
• Ensure the compilation of operational and financial data and their transmission to the project managers with the WISH Financial Manager
• Supports project reviews and monitoring to maintain consistent information and take corrective action as required.
• Ensure project compliance to DFID and Consortium lead requirements as regards to reporting, indicators monitoring for Payment by results,
• Collect program support needs on project management and liaise with the Country WISH project managers to identify relevant supports
• Ensure the management of his team, set objectives and carry out assessments of direct reports, oversee the team’s career development

Responsibility 2: Coordination
• Takes part to project coordination and supports the WISH Technical Manager in the design of coordination systems
• Supports the implementation of monitoring and coordination tools designed by the WISH MEAL Manager and their team
• Ensure regular information exchange based on fact sheets or other sharing tools across the WISH project country teams and HQ

Responsibility 3: Technical communication, Advocacy and policy influence
• With the WISH Technical Manager, represent HI in the WISH2ACTION steering mechanism to assure visibility at consortium partners level (IPPF’s HUB in Kenya)
• Cultivate a strong relationship with Technical Regional Manager to achieve organizational goals and provide periodic updates on the progress, challenges, successes, and lessons learnt.
• Implement data collection plan related to access to SRHR by people with disabilities using the short set of questions from the Washington Group
• Meet with the donor representatives at regional and or Country level

YOUR PROFILE :
• You hold a degree in project management and/or monitoring and evaluation
• Master degree or higher in public health, nursing, midwifery, or similar relevant field is preferable
• You have at least 5 years of experience in team management and project coordination.
• Experience on Disability, Gender and Age Experience in Sexual reproduction, disability inclusive health focusing on excluding groups, vulnerable people would be an asset.
• You have advanced writing capacities in English, master professional English and French at a very good level
• You demonstrate strong interpersonal and communication skills
• You are special ease at collaborative work, participatory approach. Excellent team worker; ability to create dynamic and very positive working relations including at distance, with high level of mutual confidence and solidarity
• Positive and constructive personality, very composed, solution-oriented and with a high level of professional maturity
