Lighthouse Trust is a registered Public Trust established to manage Centres of Excellence (CoEs) and provide leverage for leadership and delivery of integrated HIV prevention, treatment, care, and support services in Malawi. Lighthouse has been involved in the development of locally applicable HIV care and treatment models. It is strategically positioned in Malawi’s National HIV response due to its close collaboration with the Ministry of Health (MoH). The Lighthouse in close coordination with MoH operates integrated services at Kamuzu and Bwaila Hospitals in Lilongwe, Queen Elizabeth Central Hospital in Blantyre and many districts within the central and northern region. Its strategic approach focus on client-centred care based on four goals which are:-
Goal 1: Service delivery: to enhance high-quality, integrated HIV Prevention, treatment, care and support services for adults and children
Goal 2: Model interventions and operations research: to develop, pilot, evaluate, and disseminate innovative programs and policies across the continuum of prevention, treatment, care and support for HIV infection and its co-morbidities, both infectious and non-infectious.
Goal 3: Quality management: to ensure that all patients at LH clinics and all supported sites are receiving quality health care and services as recommended the MOH and other health development partners by utilizing quality improvement (QI) methodologies in a multidisciplinary team approach.
Goal 4: Capacity strengthening: to build and strengthen healthcare capacity for high quality HIV prevention, treatment, care and support services
Lighthouse Trust with support from the United States of America President’s Plan for AIDS Relief (PEPFAR) through a Cooperative Agreement with Centres for Disease Control and Prevention has two grants to operate a Center of Excellence for Comprehensive Integrated HIV Care and Treatment Services in Lilongwe, Malawi (Grant #1NU2GGH002131) and also to achieve HIV Epidemic Control through scaling up of Quality Testing, Care and Treatment in sites outside Lilongwe (Grant # 1NU2GGH002003). Through these grants, Lighthouse would like to fill up various positions aimed at supporting establishment of a Centre of Excellence for HIV Management at Tisungane Clinic at Zomba Central Hospital and strengthening service delivery support in Lilongwe, Malawi.
CLINIC MANAGER ( 1 POSITION)
Position Title : Clinic Manager (Quote Ref CM1)
Reports to : Medical Programs Officer
Team : Clinic
Location : Tisungane Clinic, ZCH, Zomba


Purpose of the Position:
To ensure a smooth and high quality course of day to day clinic operations and to provide clinical care to patients at Tisungane Family Centre.
The Clinic Manager overseas operations in the following facilities
Tisungane clinic rooms


Pharmacy
Reception
In patient HIV Clinical Services


Responsibilities (which include, but not limited to):


Clinical Care

  • Provide clinical services to Tisungane Clinic clients in collaboration with clinicians and nurses
    Strategy
  • Take a leading role in the Tisungane Clinic operations, guiding the development of the HIV Centre of Excellence (CoE) in liaison with the Programs Medical Officer
  • Plan the strategic development of Tisungane CoE, with the Medical Programs Officer, Directors and Technical Advisors (TA) and take responsibility for implementing the strategic plans
  • Develop and implement systems for monitoring and evaluating the performance of Tisungane Clinic services, with particular emphasis on the quality of service provided to clients
  • Develop and improve existing treatment guidelines and management algorithms with assistance from Medical Programs Officer, Medical Director and TAs.
  • Assist in research projects and translation of research outputs, in liaison with M&E manager
    Human Resources
  • Prepare plans for holidays, training and other leave to ensure that sufficient staff are always available at the Centre
  • Plan and implement the monthly clinic rota to ensure that sufficient staff are always available at the Centre and that envisaged standards of care are met
  • Establish and maintain a system of regular supervision of all Tisungane clinic staff with the Medical Programs Officer
  • Ensure that clinic operations follow agreed Tisungane Clinic and National guidelines. Ensure that all members of the team have access to and fully understand all relevant policy documents
    Training
  • Ensure that all Tisungane clinic staff have appropriate, up to date training. Recommend to management training for clinic team members following the outline of the training matrix but taking into account specific needs of individuals and Annual Performance and Development plans. Identify providers of suitable training and donors willing to fund training
  • Plan and supervise the implementation cross-training for clinic staff from other teams within the Centre with training office
  • Plan patient education sessions with IEC personnel
  • Plan and supervise training of external clinical staff attached to the Clinic in conjunction with the Medical Programs Director
    Pharmacy
  • Supervise operations at Pharmacy especially the drug accounting system to monitor use and the ordering system to guarantee minimum stock levels
    Reception and Client Flow
  • Evaluate and develop improved client flow at the Clinic
  • Ensure that appropriate referrals to Clinic and other services are made
  • Supervise record keeping both by Clinicians and at the reception
  • Compile clinic reports (e.g. monthly clinic reports) and submit to the Medical Programs Director Directly Supervises
    All clinicians, nurses, pharmacy technician, laboratory technician, clinic aides and receptionists working at the clinic, including Trainees and Attaches’

Required Qualifications, Skills and Competencies

  • Minimum of a Bsc Degree in Public Health, Health Systems or equivalent
  • Degree or Diploma in Clinical Medicine from a recognised Institution
  • Minimum of five years’ experience in HIV and ART patient management at the same level
  • ART certification by Ministry of Health is preferred
  • Registered with Medical Council of Malawi
  • Good Interpersonal skills
  • Those currently employed by the Government are not eligible to apply
