JOB DETAILS:
Position: CoLMEAL Assistant
Project: TOGETHER Project
Location: Based in Kitgum with field-based activities in Kitgum, Lamwo, Pader, Agago
Supervisor: Project Manager/MEAL Manager
Duration: 5yrs subject to annual performances and renewal conditions

Key Duties:
• The Community-Led Monitoring, Evaluation, Accountability and Learning (CoLMEAL) Assistant is responsible for the success of the CoLMEAL activities of TOGETHER Project.
• S/he manages information and reporting processes and products to ensure professional, high-quality communication about ADRA Uganda’s TOGETHER CoLMEAL activities and results.
• The CoLMEAL Assistant will ensure improved information management and data quality and strengthen knowledge-sharing and learning at the community level (through CoLMEAL) across the organisation with the international health and development communities.
• The CoLMEAL Assistant will assume responsibility for full-cycle CoLMEAL activities of the TOGETHER project, developing appropriate methodologies and tools to design community
• Other roles and responsibilities relevant for the TOGETHER Project success

Requirements:
1. At least two years experience in project implementation/management, with proven success in designing, implementing and operating M&E systems from project initiation to closeout.
2. At least two years of experience in strategic planning and performance management, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
• Experience in planning and managing surveys, developing and refining data collection tools, and with data quality assessments and oversight.
1. Demonstrated experience in participatory processes and in facilitating dialogue among and between communities, development partners, the private sector, civil society, and government on sensitive matters.
2. A good understanding of the social-economic and environmental dynamics of the Acholi Region, especially East Acholi, Northern Uganda
3. Proven experience in participatory processes and in facilitating dialogue among and between communities, development partners, the private sector, civil society, and government.
• Quality report writing skills.
• Solid organisation and time-management skills.
1. Solid foundation in data collection and analysis
2. Excellent written English with good communication and collaboration skills.
3. Excellent practical knowledge of MS Office tools
• Native Acholi Language Speakers will have added advantage

CoLMEAL Assistant Job Summary:
1. Lead and manage CoLMEAL work
1. In collaboration with Salanga, develop the CoLMEAL facilitation guides and session materials for community groups
2. Together with assigned Field Officers/Community Facilitators, train the Community Management Committees (CMCs) and Community MEAL Committees (CMECs) on CoLMEAL processes
3. Collect and compile community level data for aggregation at the project level
4. Ensure collected data is uploaded into the TOGETHER M&E system
5. Prepare the documentation and reflection after the CoLMEAL steps
6. Ensure all Learning Platform Assignments are completed, submitted and followed up in time
2. Community Level
1. Provide direct supervisory and support to CMC
2. Mentor and support CMCs to implement CoLMEAL Community Action Plans
3. Responsible for Community level data collection from the CoLMEAL Committees (CMCs)
3. TOGETHER Staff Support:
1. Closely monitor and ensure compliance of all staff regarding CoLMEAL Activities
2. On a monthly basis, ensure the CoLMEAL trackers are duly filled, and submitted
3. Coordinate and support staff to relate with and work alongside CMCs
4. Personal Development
1. Learn CoLMEAL in TalentLMS, lead in group assignments, attend the online sessions, lead/coordinate the conduct of required fieldwork

Overall Objectives of the Role:
1. Ensure that the communities are well-trained in CoLMEAL and effectively manage Community Action Plans/Grants
2. Prepare documentation and reflection reports on the progress of the CoLMEAL activities including photo, audiovisual and narrative reports
3. On a monthly basis ensure all the trackers are filled and submitted in time
4. Report at least one success story per month
The Main activities of the CoLMEAL Assistant include Organizing CMC and CMELC by
1. Ensuring the CoLMEAL Viability Assessment templates are duly filled and submitted
2. Ensuring the CoLMEAL Planning Templates are completed and submitted in time
• Collaborating with the MEAL Manager and the Project Manager and MEAL Manager, complete and submit the CoLMEAL Capacity Assessment forms
1. Ensuring there’s clear understanding, and summarize all the CoLMEAL training Modules in order to:
1. Train and support 40 CMCs on community assessment & design (TOC and CAP) (10/year)
2. Ensure the trained CMC and CMELCs acquire basic facilitation & proj management skills
3. Support CMCs and CMELC to conduct community assessment, design, and validation sessions
4. Train & support CMELC on indicators development including Community-led monitoring, mapping and planning
5. Train & support CMELCs on Monitoring Mapping & planning
6. Train & support CMELC on monitoring tools development, sampling, data collection
7. Train & support CMELC on data analysis, interpretation and dissemination
8. Train & support CMC on TOC and CAP adaptation
9. Train & support communities on the development of Community Action Plans that will enable them access and manage community action grants
10. Review each cycle of CoLMEAL and use the lessons learned to replicate the CoLMEAL approach in new target communities
Expected start Date August 1, 2022

Key Performance indicators
1. Ensure that the communities are well-trained and supported in CoLMEAL and effectively manage Community Action Plans and Community Action Grants according to the training protocols provided
2. Upon assessing and drawing lessons learned from each batch of CMCs and CMELCs, replicate the training of subsequent communities
3. Prepare Consistent Monthly documentation and reflection reports on the progress of the CoLMEAL activities including photo, audiovisual and narrative reports
4. Ensure that ensure all the CoLMEAL trackers are filled monthly and submitted in time
1. Ensuring the CoLMEAL Viability Assessment templates are duly filled and submitted
2. Ensuring the CoLMEAL Planning Templates are completed and submitted in time
5. Provide at least one success story per month.
