JOB DETAILS:
Main Duties and Responsibilities
• Prepare and organize the Commissioning kick off meeting with Contractor.
• Prepare the Commissioning dashboard for the project. (Level 1 reporting, S curves, Sky lines, SU readiness, set of KPI's).
• Responsible to identify / recruit / manage his team of multidiscipline engineers at each location for the duration of the project.
• Act as a point of contact for company and contractor for all matters related to Pre-commissioning and Commissioning.
• Ensures good coordination and communication with other Project parties, within his team and promotes team working attitude.
• Optimize the Start-up sequence and execution schedule.
• Implement and maintain a management of change procedure through the life of the project.
• Ensure that the preparation of Pre-commissioning and Commissioning test plans and general procedures for all activities done by the Contractor is timely implemented and as per the Company standards.
• Perform regular audit on the ICAPS databases, planning, progress and costs and initiate corrective actions as necessary.
• Supervise the preparation and scheduling of all Pre-commissioning and Commissioning activities to ensure that RFC and RFSU of each Sub-system is timely reached as per the SU sequence and without last-minute requirements.
• Ensures regular equipment inspection, FAT participation and follow up by Company Commissioning discipline engineers.
• Manage the supervision of critical Pre-commissioning activities and all Commissioning activities done by the Contractor, including all the preservation and initial operations activities.
• Prepare the integration of the personnel specialized for Commissioning, the vendor's assistance and personnel coming from HQ Operations Department.
• Ensure that the execution phase is done safely and as planned by supervising all Contractor Commissioning activities.
• Propose proactive mitigations measures if the works are drifting from the initial plan.
• Review and approve the Commissioning related invoices.
• Co-ordinate with Facilities Manager to ensure Commissioning sequence is respected towards smooth overlap between end of Pre-commissioning and start of Commissioning activities.
• Manage the execution of Commissioning activities to achieve maximum of productivity, minimizing cost and achieve smooth transfer with affiliate Operations Division.
• Supervise the reporting of Commissioning execution to ensure that all technical, contractual and cost information is properly collected and recorded and available for review, audit and reference as required by procedures, by law regulations, Project requirements, Company policies and PR 3 and PR 4 requirement. Part of this includes the permanent update of the close out report from day one.
• Ensure completion of all Commissioning activities and transfer to Start-up and Operation team with the proper documentation and a minimum of outstanding punch list items.

Qualifications & Experience:
• Master's degree or equivalent Engineering degree
• Minimum 15 years' experience in the petroleum industry amongst which 8 years in projects in commissioning/field operations roles.
• Strong knowledge in the company's commissioning methodology OPERCOM and tool ICAPSO, have a good knowledge of the company's technical TEC referential.
• Have a proven track record of strong leadership and problem resolution. Solid interpersonal and communication skills are fundamental to this role along with the ability to manage multiple tasks.
