JOB DETAILS:
Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Security Council Resolution 1325, unanimously adopted in October 2000, stressed the importance of equal participation and full involvement of women in all efforts of maintaining and promoting peace and security. The Government of Uganda has been implementing the resolution through National Action Plans since 2008. 2021 marked the launch of Uganda’s 3rd National Action Plan (NAP) on Women Peace and Security (WPS). The NAP provides a framework for the implementation of UNSCR 1325, it outlines the roles and responsibilities of government, civil society and development partners, and provides indicators for measuring progress via the UNSCR 1325 Civil Society Taskforce. UN Women provides technical and financial support to Government and civil society to develop and implement NAPs.

Reporting to the Women, Peace and Security Analyst, the Administrative Associate supports the Office Operations by performing a variety of standard administrative processes ensuring high quality and accuracy of work. The Administrative Associate promotes a client, quality and results-oriented approach. The Administrative Associate works in close collaboration with the Operations, Programme and projects staff team to ensure consistent service delivery and to resolve complex administration related issues and information delivery.

Duties and Responsibilities
1. Facilitate and substantively contribute to the incorporation of communications, monitoring and reporting into programme formulation
• Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes.
• Support the formulation and implementation of internal and external communications and advocacy strategies, support to business development.
• Include inputs from relevant evaluation findings, conclusions, and recommendations into Programme formulation.
• Contribute to annual work plan monitoring, reviews, and reporting.
• Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys.
• Facilitate the clearance of donor agreements and Programme Cooperation Agreements with CO.
2. Contribute substantively to the monitoring and tracking of results against country level targets and UN Women Strategic Plan
• Coordinate with Programme Team to ensure that data collection and analysis from field visits are coordinated and standardized across programmes.
• Monitor data from partners/countries on a quarterly basis and provide substantive inputs to regular management briefs to inform decision making.
• Visit partners, along with the Programme Team, to support monitoring of results and planning processes as required.
• Monitor the spending of donor funds and other Programme expenditures and disbursements.
• Draft and monitor the CO Monitoring, Evaluation, and Research Plan.
3. Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences
• Facilitate the process of the CO meeting internal and external reporting requirements and deadlines, including annual reporting process.
• Draft donor and programme reports (both narrative and financial).
• Identify relevant evaluation findings, conclusions and recommendations and input them into Programme reporting.
• Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
• Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations.
4. Provide technical support to the CO in the implementation the UN Women Communications and Evaluation Policies
• Coordinate the implementation of UN Women’s Communications and Evaluation plans in the CO;
• Provide guidance to programme staff on communications guidelines and evaluations;
• Ensure communication between the CO and RO regarding Communications and Evaluations;
• Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE).
5. Supports the formulation and implementation of internal and external communications and advocacy strategies, supports business development of the Project focusing on achievement of the following results:
• Preparation and conduct of communications needs assessments for the programme and corporate change initiatives, etc
• Development of communication materials for marketing and awareness-raising campaigns, including program briefs, press releases in coordination with the supervisor.
• Organize of roundtable discussions, press conferences, briefing sessions, interviews.
• Provision of inputs and researched information in programme formulations to integrate advocacy and communication strategies into all aspects of UN Women’s WPS Programme.
• Plans, implements and monitors WPS communication and media activities, including monitoring and collecting electronically all national news relevant to WPS.
• Liaises and coordinates with Country office (CO) communications staff to ensure communication and media outreach strategy and activities align with the country level strategy and activities.
• Supports and prepares content for the website parts related to the WPSHA Programme ensuring consistent quality and appropriateness of the materials.
• Identifies and develops storylines for publications and substantive articles contributing to debates on key development issues. Prepares human interest stories and project updates drawn from WPS activities and partnerships, for UN Women’s global and regional websites.
• Maintenance of Project communication information database and photo library.
6. Contribute to knowledge building and capacity building
• Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities;
• Contribute to the development of capacity development tools, including training materials and packages;
• Facilitate capacity building opportunities for staff and partners in the country in the areas of Results Based Management (RBM), Monitoring and Evaluation;
• Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all staff members through communication, training, learning and development activities.

Required Skills and Experience
Education and certification:

• Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

• At least 2 years of progressively responsible experience at the national or international level in communications and monitoring and reporting of development projects/ programmes;
• Experience in the Women, Peace and Security and Humanitarian Action is an asset;
• Experience coordinating and liaising with government agencies and/or donors is an asset.
• Experience in the United Nations systems in an asset;
• Field experience is an asset.
