ADRA Uganda in partnership with ADRA Canada and with funding from the Global Affairs Canada is implementing a six-year project in East Acholi, Northern Uganda. The health project, now in its fourth year, has a strong gender focus with the goal of
The project empowers the community to address local, contextualized causes of SGBV and address high unintended pregnancies through an innovative approach – Community-led Monitoring, Evaluation, Accountability and Learning (CoLMEAL) and in line with the Canadian Foreign International Aid Policy (FIAP).
The CoLMEAL groups form community action groups that develop their own community action plans (CAP) that are used to apply for small community action grants (CAGs) to support in the implementation of the CAP.
With 18 COLMEAL groups already trained, the project seeks to train more groups, support them with small grants to address the identified local, contextualized causes of SGBV and high cases of unintended pregnancies. The CoLMEAL Assistant

Purpose
The ColMEAL/CAG Assistant plays a crucial role in supporting the Community-led Monitoring, Evaluation, Learning, and Accountability (CoLMEAL) Officer in fostering participatory monitoring, evaluation, learning, and accountability within targeted communities of Project TOGETHER (Uniting Towards Gender Equality for Enjoyment of Women and Girl’s Total Health and Rights).
This position is instrumental in empowering communities throughout the MEL process, contributing to the advancement of gender equality and improved health outcomes for marginalized adolescent girls, women, and children under 5 with intersecting identities in indigenous, remote, or resettlement settings.

Key Responsibilities
Community Action Grants
• Lead in the training of the target communities in management of community action grants
• Follow up communities that have received CAGs to ensure they are implementing according to the CAP and following the agreements
• Write monthly, semi-annual and annual financial and narrative reports on the CAGs activities
• Identify, report and address any identified lapses in the implementation of the CAP/CAGs
• Liaise with the PDCs to ensure the CoLMEAL groups (also referred to as Community Management Committees – CMC) work within and contribute to the parish development plans
• Support CMCs to apply for Parish development model (PDM) funds

Support Output Management
• Assist in the implementation of designated outputs.
• Participate in assessing the performance and effectiveness of activities related to assigned outputs.

Assist in Activity Planning
• Support the development of monthly and weekly activity plans for timely execution of tasks.
• Collaborate with stakeholders and partners to schedule activities efficiently.

Assist in Budgeting and Procurement
• Help prepare procurement/service requests for implementing assigned outputs.

Support Monitoring and Evaluation
• Assist in Internal Quality Monitoring (IQM) of assigned outputs and activities.
• Participate in strategies to monitor and enhance the quality of outputs and outcomes.
• Support adherence to standards and regulations pertinent to designated areas of responsibility.

Assist in Report Generation
• Aid in compiling monthly updates on the progress of assigned outputs.
• Assist in collecting photo/video documentation and stories of change/impact related to assigned outputs.

Contribute to Capacity-building
• Support ColMEAL-related capacity-building initiatives led by the ColMEAL Officer.
• Assist in the coordination on the conduct of training sessions, workshops, and learning opportunities.
• Participate in identifying knowledge gaps and training needs, contributing to responsive capacity-building efforts.
• Assist in monitoring and evaluating the impact of capacity-building activities.

Collaborative Leadership
• Support the ColMEAL Officer in providing leadership to volunteers, community trainers (ToTs), ISPs, and partners.
• Contribute to fostering a positive and inclusive work environment, promoting teamwork and collaboration.
• Support adherence to project timelines and deliverables, addressing challenges as they arise.

Qualifications
• Either a Bachelor’s degree in community development, public health, social sciences, international development, or related field with a minimum of 1 year of relevant experience in monitoring, evaluation, and learning within community-based projects.
• OR
• A Diploma in community development, social sciences or M&E with significant 3yrs’ experience in community development, one (1) of which should be M&E related may be considered.
• Basic financial training – Accounting, finance for non-finance managers etc will be added advantage
• Experience working with marginalized communities, preferably in gender equality, women’s empowerment, or public health.
• Understanding of participatory approaches to monitoring and evaluation.
• Experience with supporting communities to understand, and develop logical frameworks, indicators and theories of change is essential.
• Familiarity with gender-sensitive and intersectional approaches to development.
• Proficiency in data collection, analysis, and interpretation.
• Strong communication skills, both verbal and written.
• Cultural sensitivity and ability to work in multicultural settings.
• Commitment to social justice and gender equality.
• Ability to work independently and as part of a team.
• Fluency in Acholi language is preferred.
• Strong written and spoken communication skills in English desirable
