At our Hub Division, we operate the largest staple foods farming enterprise in Uganda on about 7,000 hectares. We also operate grain storage and trading activities serving over 15,000 farmers and supplying over 40,000 MT of food annually. Our Small-Scale Producer Services Division provides bundled services—agronomy, quality inputs supply, grain marketing and financial services—to small-scale producers (also known as smallholders). Our Enterprise Producer Services Division provides customized farming services to large landowners. Our Digital Division develops builds SokoAsili – a resilient food marketplace connecting all stakeholders - and implements digital solutions employed across our Hubs, SSP Services and EP Services divisions.

Today, we employ 230+ individuals and employ over 800 temporary employees.

Role Description
The Community Development and Safety Manager will be in charge of
the implementation and monitoring of a Livelihoods Restoration Plan developed in partnership with the International Finance Corporation (IFC)
supporting the Producer Services Business Unit (PSBU) to work with vulnerable small-scale producers, especially women, youth, refugees and people living with disabilities
the development and implementation of a stakeholder engagement and communication strategy, in tandem with the development and implementation of a comprehensive, internal and external grievance mechanism
ongoing engagement with key project stakeholders, including local communities and leadership, NGOs, CSOs etc.
the implementation and monitoring of occupational health and safety processes, policies and systems for all farms and facilities managed by Asili Agriculture.
S/he will report to Asili’s Community Relations Manager and will work closely with IFC Experts and the Community Relations team and PSBU team at Asili, as well as with other managers, Asili’s partners, relevant committees and local communities.

Responsibilities
Implement and monitor activities of Asili’s Livelihood Restoration Plan (LRP)

Liaise and consult with affected households, local leaderships, Asili’s teams and the IFC Experts to ensure a successful LRP implementation
Train and guide PSBU resources in areas of community engagement, livelihood restoration, monitoring and reporting. Training will be guided by the requirements of good international industry practice, including IFC Performance Standards.
Integrate safeguards into PSBU services and modus operandi, focusing on gender and other vulnerable groups among the small-scale producers eligible for PSBU services; build capacity of PSBU staff
Support implementation of tailored services for vulnerable small-scale producers, especially women, youth, refugees and people living with disabilities
Implement a stakeholder engagement and communication strategy to create awareness on the LRP, the PSBU services, to support an inclusive casual labor procurement function and to support the implementation of the grievance mechanism
Implement a comprehensive, internal and external grievance mechanism
Establish an internal mechanism to report, analyze and tackle the grievance mechanism reports
Establish maintenance of safe and healthy working conditions
Assist in meeting obligations under occupational health and safety legislation
Devise and coordinate Health, Safety & Environment training and programs
Establish and coordinate training for emergency response teams set up in workplaces
Inspect the workplace and regularly audit safety procedures
Investigate accidents, prepare and maintain required reports
Provide new hire orientation outlining the company’s safety rules
Promote a proactive safety culture
Organize and participate in safety committee activities
Maintain, review and report safety performance

Qualifications
Asili is a growth-stage business in Uganda. We face challenges, changes, and opportunities, and we expect this senior member of our team to be capable of responding to this environment with aplomb. To do so it is expected that he or she possesses the following experience, qualifications and traits:
12+ years’ experience in a social development / stakeholder engagement role;
Postgraduate degree in a social science related field or similar (sociology, anthropology, international relations, political science, development studies).
Demonstrated skills and direct work experience with at least one or more of the following:
community development, public consultations; resettlement and livelihood restoration; monitoring and evaluation; grievance redress mechanisms, occupational health and safety.
Experience the agricultural or related sectors will be advantageous
Proven knowledge and experience of good international industry practice, including IFC Performance Standards and EHS Guidelines
Knowledge and application of OHS policies and procedures aligned with local legislative requirements and GIIP
Ability to develop and maintain a positive dialogue with key stakeholders, including local communities, government, and lenders.
Strong oral and written presentation skills, creativity and problem-solving skills.
Excellent oral and written communications skills in English
Strong ability and knowledge of MS Office (Word, Excel, PowerPoint, Outlook)
Ability to travel to and from the site located in Kigumba, as well as other sites as necessary.
