This Opportunity:
Palladium with funding from USAID is currently in the fourth year of implementing the Uganda Health Systems Strengthening (UHSS) Activity. UHSS aims to strengthen Uganda’s health systems through technical assistance to improve leadership, accountability, efficiency, and quality of health services in the key areas of Leadership and governance; public financial management; Human Resources for health and community health systems. As part of support to the Ministry of Health (MoH) to strengthen community systems for improved service delivery to meet Universal HealthCare goals, as well as implement the recently launched community health strategy. UHSS seeks to recruit the services for a consultant to support the MoH, community health department at MoH while closely working with the UHSS community health team.
The initial contract period for this position is 5 months (May to September 2023) full time.

Reporting and Supervision:
This position will report to the Chief of Party, USAID UHSS with dotted line reporting to the Commissioner, Community Health Services, MoH.
Primary Duties and Responsibilities:
• Provide technical assistance to MOH, implementing partners (IPs), and other partners in the implementation of Alternative Drug Distribution Points (ADDPs).
• Prepare for and assist with extended pilot implementation as well as train relevant stakeholders.
• Take lead in scaling up the implementation of the community engagement framework in regions and health facilities across the country to address epidemic control in the country.
• Support MoH in strengthening integration of OVC services into PMTCT, Pediatrics and adolescent HIV service delivery through providing development and rollout of the community – facility framework.
• Strengthen documentation and reporting of community services at facility level and support supervision to facilities to ensure all clients eligible are linked to services.
• Strengthen implementation of community DSD approaches for children and adolescents to improve retention and viral suppression. This includes supporting development of guidelines, rollout and training among community stakeholders and providing technical assistance to partners.
• Provide technical guidance on community health programming to the community health department at MoH and with key stakeholders.
• Ensure that USAID UHSS community health programming interests are represented at national level. Represent USAID UHSS at national level dialogues and events where and when required.
• Work closely with the community health team to ensure that PMI interventions in the supported districts are amplified at national level.
• Provide periodic reports and regular updates to UHSS leadership on community health issues to inform community health planning and programming.
• Any other duties assigned.
Key Competencies Required:
• Bachelor’s degree in public health, social work, or related field. Additional qualifications will be preferred.
• Experience in fostering data use for decision making.
• Experience in capacity building through training and technical assistance
• Demonstrated expertise in group facilitation, with presentation skills.
• Technical expertise in community health programming.
• Excellent communication and diplomacy skills
• Willingness to travel within Uganda.
• English language fluency
• Strong writing skills
• Resident in Uganda/ Legal permission to work in Uganda.
Professional Expertise/Competencies Preferred:
• Experience working with government stakeholders a plus.
• Familiarity with the community health landscape in Uganda strongly preferred.
