Project Background
National Water and Sewerage Corporation (NWSC) with funding from Agence Française de Development (AFD) is implementing the South Western Cluster WATSAN Infrastructure Development Project for the Mbarara and Masaka Areas. This is in line with the Rural Water Supply and Sanitation Objectives and Strategies as outlined in Uganda’s Strategic Investment Plan (SSIP) for the Water and Environment Sector (2018 – 2030). As part of this project, NWSC intends to develop a water distribution network from the new Kagera water supply system to serve the people in Nakivale and Oruchinga refugee settlements and to construct appropriate sanitation infrastructure (public toilets) at public and institutional locations for the people in the settlements and a faecal sludge treatment plant to satisfy the population of the whole Isingiro District. This project will also involve various social safeguards including assessments on the willingness to pay for water and sanitation services, determination of tariffs for water and sanitation services, modulus operandi for water and sanitation services and gender mainstreaming approaches to support project sustainability.

Job summary & Purpose
We are looking for a highly motivated community mobilization individual for a 2-year AFD funded WASH project in Isingiro district, Uganda, whose primary role will focus on Improving community participation, involvement and leadership; supporting the communities in resolving their issues related to project and providing needed feedback. You will focus on building strong relationships within these communities, and fostering stakeholder participation in the overall project lifecycle. As the Community Mobilization Specialist, you will develop and lead community engagement strategies to enhance the meaningful participation and buy ins for the project.

Engagement:
You will work closely with local leaders, OPM, DLG, MWE, NWSC, NGOs, and other stakeholders to build robust networks that facilitate community & stakeholder involvement in all the project processes and interventions.

Delivery:
You will implement community & stakeholder engagement activities, ensuring they are inclusive, effective, and aligned with broader health goals. Your efforts will contribute to improved community participation in the project processes and interventions.

Key Duties & Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Support the development of community & stakeholder mobilization implementation and monitoring framework to inform the implementation processes, interventions and deliverables.
• Collaborate in the follow-up of the community group actions and referrals of the deliberations of the meetings and other activities, in coordination with the project team.
• Develop, complete and update community mobilization and action plans for have a wide coverage of community members and stakeholders and ensure that deliverable complies with the implementation plan.
• Manage the production of required outputs, taking responsibility for overall progress and use of resources and initiating corrective action where necessary.
• Closely coordinate partner/ project activities to ensure efficiency and effectiveness in project delivery
• Mobilize community members to ensure community participation and involvement in project activities.
• Collaborate with other partners particularly the Joint Venture (JV) partners and others including DLG, MWE, CBOs, NGOs in the organization of meetings and events (scheduling and confirmation of participation, preparation of material, identification of logistical needs, preparation and management of attendance lists, presentation files, etc.); Record meetings, activities, projects and interagency initiatives through minutes and reports; or documents related to the project.
• Ensure community participation includes the most vulnerable and marginalized groups (especially women, elderly, girls and people living with disabilities).
• Identify and build relationships with relevant partners as a resource to support project implementation.
• Supervise and facilitate any community-based trainings and activities by delivery partners like CBOs and service providers.
• Ensure community awareness strategies and approaches are context specific and are socially & legally acceptable.
• Serve as a focal person for effective communication between community groups /leaders/volunteers and project partners.
• Support the communities to strengthen/ build relationships with JV partners, local authorities, and local leadership to ensure smooth implementation and sustainability.
• Report to the Project Manager or supervisor on a regular, identify and anticipate in a timely manner, potential risks and issues that may affect project delivery and advise on mitigating measures.

Fiscal Responsibility
• Manage budget allocations for community mobilization activities, ensuring resources are used efficiently to maximize impact.

Physical Demands and Working Conditions
• This position involves frequent local travel to community sites and requires flexibility to work outside regular office hours as needed.

• Promote gender-sensitive community engagement practices and uphold Action Against Hunger’s commitments to gender equality and zero tolerance towards abuse.

Requirements
REQUIRED QUALIFICATIONS
• Master’s Degree in Development Studies, community engagement and mobilization, or equivalent. Bachelor’s degree in Social Sciences, public health, Community Development, or a related field.

Specific experience
• Minimum of 10 years working experience in community-based projects.
• Relevant experience in social marketing, awareness raising and compensation claims preparation for infrastructure projects.
• Good knowledge of Government of Uganda Compensation policy guidelines.
• Experience with AFD or other international donor-funded projects.
• Experience in a refugee context and Implementing humanitarian –Development nexus project.
• Good understanding of the local community content and connected power dynamics is desirable.

Required Skills
• Proven track record in successfully developing and implementing community engagement strategies.
• Strong interpersonal and communication skills, capable of effectively working with diverse community groups.
• Experience in facilitating workshops, meetings, and community gatherings.
• Knowledge of the WASH challenges and opportunities within rural areas of Uganda.
• Ability to work independently and collaboratively in a fast-paced and challenging environment.
• Fluent in English and local languages spoken in Nakivale & Oruchinga settlements and Isingiro district.
• Strong leadership and team management skills.
