On behalf of our client EACOP, we are looking for a competent, skilled, and experienced Compliance Data Administrator to work in Kampala.

Job Description
The East African Crude Oil Pipeline (EACOP) Project involves the construction and operation of a buried, cross-border pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale in Hoima District, Uganda, to Chongoleani, Tanga Region, in Tanzania. The length of the pipeline is 1,443 kilometres (km) of which 296 km will be in Uganda. In Uganda the pipeline will traverse ten (10) Districts, comprising Hoima, Kikuube, Kakumiro, Kyankwanzi, Mubende, Gomba, Sembabule, Lwengo, Rakai and Kyotera.
The Compliance Data Administrator is responsible for conducting data input into the Borealis Regulatory Assurance Data platform, and ensure the system is up to date with all obligations from the law, regulations, permits, licenses, approval letters, notifications and consents, actions, and results, from field inspections.
The Jobholder reports to the Regulatory Compliance Lead and works closely with all other departments.
Activities
1. Generate and distribute project compliance reports to key stakeholders.
2. Upload all legal type requirements into Borealis data platform.
3. On a regular basis, collect checklists from all data providers and synchronize their status with the system.
4. Ensure corrective action plans are developed promptly for non-compliance items, monitor progress, for timely closure.
5. Conduct regular gap analysis on the obligations’ data to ensure that there are no missing items.
6. Collect and maintain different type of data, reports, plans, permits, licences in the department storage or project tool (e.g. Aconex) as per provided criteria.
7. Liaise with all project area leads to develop reporting dashboards, widgets and customize them for every project area.
8. Maintain the overall tracking of the obligation and follow up inspections, actions, and records related to project scope.
9. Issue status reports to project teams, per project area in accordance with instructions from package or delivery managers.
10. Provide training for new Borealis users.
11. Regularly check system functionalities, work performance, and take necessary actions to rectify revealed deficiencies which should be reported to the RC Lead or IT team.
12. Conduct and participate in all meetings on subjects related to potential non-compliance, compliance reports, expediting implementation of corrective actions, implementation of the obligations.
CONTEXT AND ENVIRONMENT
1. The main objective during the current stage is to ensure that all the conditions are in place for a smooth and efficient restart of the project in line with the established project standards whilst protecting the project’s technical achievements from the past 3 years.

Qualifications/Experience required:
2. Minimum 3 years’ experience in data analysis roles in oil and gas projects, mining, or general construction areas.
3. Advanced IT skills, including Excel, Word, previous data software experience is an added advantage.
4. Excellent presentation and documentation skills needed to explain and resolve effectively technical issues to the project teams.
5. Highly motivated individual who is capable of working independently and participating within a high-profile international team.
