Médecins Sans Frontières (MSF) is an International independent medical humanitarian organization that delivers aid to people affected by armed conflict, epidemics, natural disasters and exclusion from health care. MSF offers assistance to people based on need irrespective of race, religion, gender or Political affiliation. Support Unit Kampala (SUKA) started 20 years ago as a Supply Centre, has been evolving slowly but steadily as a regional support service mission since the last several years. Even though there had been a training policy, the impact monitoring and an objective based implementation hasn't been happening.
Job: Consultancy Opportunity- Personnel Development Manager
MSF is looking for a suitable experienced Consultant to develop a longterm learning and development strategy to address skills and capacity gaps. MSF is committed to ongoing training, up-skilling and development of all levels of their staff while considering both their personal and professional development
• The consultant will assess the current skills and competencies level of the whole SUKA team
• The consultant will identify the gap with the desired level for each position and based on that design develop a plan for each position.
• Capitalize the long-term ongoing Internship program and share with the relevant groups in MSF.
• Consult the Learning and Development Unit in Kampala and its strategies and incorporate SUKA team learning where possible.
• Write an initial assessment report for each member of the SUKA and share with the Coordination Team in consultation with the DHRCo and RM.
• Define together with the coordination team the ideal set of skills and levels each SUKA position should have. Propose a clear Strategy and an Implementation plan for achieving the PD objectives.
• Design the assessment tools and templates to be used for each profile
• Generate a development plan for each member of the SUKA
• Implement the 360° staff Appraisals/Evaluations in SUKA

Qualifications of Successful Consultant
Education:

Degree in the social/behavioral sciences e.g. Organizational Psychology, Organizational Development; Human Resources Management/ Development, Business Administration, or related field.
Consultant Work Experience:
• Substantive experience in designing and implementing learning and development strategies Well-developed skills and demonstrated experience in skills development and training needs assessment
• Good knowledge of different training methods, skills in facilitating stakeholder/working group consultations and training on learning and development,
• Excellent writing, editing, and oral communication skills in English.
• Excellent analytical, interpersonal, and reporting skills.
• Proven capacity to supervise and coordinate all administrative and technical aspects of the consultancy
• Recommendation from at least three reputable organizations where a similar activity has been conducted in the last 5 years.
