Background
Safe Way Right Way SWRW) is a registered Non-Governmental Organisation whose mission is to achieve a crash free road network for Uganda, SWRW leverages support from the Government and Private Sector Companies to demonstrate best practices and implement road safety interventions along Uganda's economically critical road corridors. With financial assistance from the Global Road Safety Partnerships (GRSP) programme supported by Bloomberg Philanthropies, Safe Way Right Way will be seeking to support key stakeholders in Uganda to advocate for the definition of a standard for safe helmets for use & distribution and increase public awareness of helmet standards, usage and promote accessibility to safe helmets.
Consultancy Services for a Market Analysis of Distribution of Safe Helmets
Terms of Reference
Purpose of the consultancy.
The overall objective of this assignment is to carry out a Market Survey on accessibility to helmets and quality of helmets in distribution in Kampala, Uganda. The survey shall provide evidence-based information to review and update of Helmet standards and related regulations for Road Safety. In particular, the market survey should shed light on the status of the quality of helmets on the market, their prices and uptake of usage of helmets in Uganda and guide helmet distributors on appropriate measures to be taken to ensure that the helmets imported and distributed are affordable for the average Ugandan motorcycle rider and/or passenger and meet the quality standard.

Specific Tasks.
The tasks include:
• Review existing data on usage of helmets in Uganda and assessments on Ugandan uptake of usage of helmets and trends of distribution of helmets.
• Conduct a market survey of certified/registered distributors of Helmets in Uganda.
• Assess public perception of use of Helmets. Conduct a comprehensive assessment of why riders and passengers in Uganda do not use helmets at the expense of their own safety. iv.
• Assess the pricing difference between helmets that meet defined standard and those that don't, and the actual price of helmets that meet internationally recommended standards. Formulate model options to catalyze distribution of Helmets that meet the International standard in Kampala, Uganda:
• Formulate and detail the pros and cons; as well as indicators of success for at least 3 models that address helmet distribution framework conditions to enhance:
• Improved access to quality helmets by motorcycle riders and passengers
• Improved framework conditions for helmet distributors to access affordable helmets that meet international standards for importation and distribution on the Ugandan market
