JOB DETAILS:
The Democratic Governance Facility (DGF) is a multi-donor funding mechanism aimed at strengthening governance, promoting and protecting human rights, enhancing access to justice, and improving accountability in Uganda.
Building onto the achievements of the first phase of the DGF (July 2011 - December 2017), the facility is now implementing a five-year governance programme (January 2018-December 2022) funded by seven development partners: Austria, Denmark, European Union, Ireland, the Netherlands, Norway and Sweden. The programme is implemented with 70 state and non-state Implementing Partners (IPs) at national, regional and district levels throughout the country.
The general objective of this consultancy is to is to conduct a citizen's survey in the DGF intervention areas (Geographic and Programmatic) to establish progress on achievement of the anticipated changes and outcomes as stated in the Results Framework realised by the programme to date. .

The scope of work is expected to be as follows;
• Programmatic Scope: This assignment is expected to provide a broader analysis of each of the DGF’s Results Framework indicators, drawing on primary & secondary and quantitative & qualitative data.
• Geographic scope: this survey shall be conducted in areas where DGF IPs are implementing their programmes, and in the same geographical area as the DGF II baseline was undertaken, in the districts of: Mubende, Rakai, Butambala, Kapchorwa, Soroti, Kumi, Mayuge, Amuria, Adjumani, Amuru, Gulu, Kitgum, Nebbi, Hoima, Kabarole, Mbarara, Rukungiri and Kiryandongo.
The assignment is expected to start not later than September 2020.
