• Restless Development Uganda With funding from FORD Foundation, Restless Development is implementing a two-year program dubbed “Countering Corruption through Youth-led Budget Advocacy” (CCYBA, May 2021- April 2023) that aims to strengthen the voice, leadership and civic participation of diverse young people in budgeting processes in Uganda at the local, national and regional (East African) level so that there is increased transparency in public spending, reduced corruption and more responsiveness of public service delivery systems towards the needs of Ugandan citizens. At the local level, the project is being implemented in Buyende, Kaliro, Bugweri and Bugiri districts of Busoga sub-region in Eastern Uganda. At the regional level, the project is being implemented in the original East African Countries of Uganda, Kenya and Tanzania through the East African Budget Network.
About You
The Consultant should:
• Have experience in conducting similar assignments at the regional level, should be a proven researcher with pieces of evidence of delivering such assignments for CSOs or government, have a thorough knowledge of the planning and budgeting cycle and processes for Uganda, Kenya and Tanzania.
• Having knowledge and experience in policy analysis and advocacy, especially in the areas of planning and budgeting, as well as being familiar with the NGO context, and the ability to work efficiently and deliver committed outputs under the assignment within agreed timelines and deadlines.
