1. The Government of Uganda (GoU), represented by the Ministry for Kampala Capital City and Metropolitan Affairs (MKCC&MA), is planning to launch a new program to support special urban needs for infrastructure improvement - the Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP), which will be supported throughout the implementation by a World Bank International Development Agency (IDA).

The GKMA-UDP is designed using the Bank's new lending instrument - Program for Result (PforR) whereby disbursement is linked to actual results agreed upon and realized on the ground. The Government now would like to hire the services of a Consultant to conduct Performance Assessment on the minimum conditions and performance measures for accessing Program Grants by program participating sub national entities and the Ministry for Kampala Capital City and Metropolitan Affairs under GKMA -UDP for financial years 2023/24 and 2024/25.

2. Interested consultants should provide information demonstrating that they are eligible and possess the required qualifications to perform the services supported with relevant documentation.

3. The short-listing criteria will include:

I. Have been in existence for at least 15 years;

II. Have experience of at least ten years in execution of similar assignments or such other areas such as urban reforms and development; urban infrastructure and capacity building and should have regional experience in similar assignment for further enrich the annual assessment process;

III. Have had an average annual turnover of a minimum of $2,000,000 during the last three financial years i.e. FY 2018/19, FY 2019/20 and FY 2020/21;

IV. Have its operational office in Uganda or in case of an international firm, they should indicate where they will operate from when they are conducting the assignment in the country;

V. Have experience of working with international donor agencies of a minimum 5 projects in last 5 years.

VI. Have experience in technical/engineering or financial audits of infrastructure projects of Governments or large private sector Companies and or Organisations.

VII. The firm employs the following minimum key staff, registered with relevant associations or bodies, in areas of; Civil/Infrastructure Engineering Expert

Procurement Specialist, Physical/ Urban Planner, Financial Management Expert, Environmental Specialist, Social Development Specialist.

4. Consultants may associate with other firms in the form of a joint venture to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest.

5. Preference schemes shall not apply when evaluating Request for Proposals from the shortlisted consultants.
