JOB DETAILS:
CBI is looking for consultants to support the transition towards an inclusive Ugandan coffee sector, where SMEs export traceable, climate-smart coffee that meets the EUDR requirements.

About the project
Uganda is one of the world's largest coffee producers. The coffee sector is central to the country's economy. It employs about 1.8 million smallholder farmers, and coffee exports generate 20-30% of foreign exchange earnings. But climate change is affecting the sector. Most coffee farmers have not yet adapted to future conditions, threatening the sector's long-term viability. The upcoming European Union Regulation on Deforestation-Free Products (EUDR) is an opportunity to make the coffee sector more resilient, but it also creates challenges in the short term.

In the European Union, the demand for sustainably sourced and high-quality coffee is high. So, in 2024, the Centre for the Promotion of Imports from developing countries (CBI) will start the Climate-smart Coffee Uganda project. This project will help Ugandan small and medium-sized enterprises (SMEs) export traceable, climate-smart coffee to Europe. It will also help the SMEs meet the requirements of the upcoming EU legislation.

Role of the consultant
For this tender, CBI is looking for 2 teams of consultants.

Team 1
For this team, CBI is looking for 3 experts to help Ugandan SMEs successfully export traceable, climate-smart coffee to EU markets. The 3 expert roles are:
EUDR compliance and business export coaching expert
CBI is looking for an international expert who will:
• Coach SMEs and their coffee farmers on implementing climate-smart production practices;
• Help SMEs meet the EUDR regulations;
• Assist in business development and networking by linking local SMEs with potential European importers;
• Include a group of alumni (earlier CBI participants) to share lessons learnt and new opportunities; and
• Engage European buyers early on in the project.

Climate-smart coffee production expert
CBI is looking for an experienced coffee agronomist, preferably local, who will:
• Train farmers and SMEs on how to transition to climate-smart practices. The expert should cover, for example, climate-smart agronomy, post-harvest management and quality control;
• Improve communication between exporters and producers; and
• Advise SMEs on integrating innovative processes and guide them on scaling and effectively sharing knowledge in the sector.

Local project support expert
CBI is looking for a Ugandan-based expert who will:
• Be CBI's local representative, connecting local SMEs, CBI staff and experts;
• Manage logistics, for example, site visits and transportation;
• Support online coaching and training sessions; and
• Facilitate stakeholder engagement by maintaining regular communication and moderating stakeholder meetings.

Team 2
For this team, CBI is looking for 2 experts to develop paid-for-services with service providers. This will support the inclusive growth of the sector. This team will help stimulate the transition to traceable, climate-smart coffee production. The 2 expert roles are:
Paid-for-services and sector development expert

CBI is looking for an expert who will:
• Coach Ugandan coffee stakeholders on how to create paid-for-services to meet the EUDR regulation and ensure climate-smart coffee production;
• Advise the CBI team on interventions for service delivery;
• Establish a sustainable financing model and best practices to ensure long-term impact; and
• Identify problems and opportunities for a climate-resilient coffee sector, suggest initiatives (pilots) and identify best practices, for example, access to finance for farmers and traceability.

Local project support expert
CBI is looking for a Ugandan-based expert who will:
• Be CBI's local representative, connecting local stakeholders, CBI staff and experts;
• Support the organisation of events, like stakeholder meetings, sector events, and Communities of Practice;
• Manage logistics, for example, site visits and transportation; and
• Facilitate stakeholder engagement.
