JOB DETAILS:
Overview
The Electricity Access Scale up Project (EASP) will contribute to supporting the
realization of the ECP objectives and will be implemented on an Investment Project
Finance (IPF) approach. The Project has two main Implementing Agencies – The
Ministry of Energy and Mineral Development (MEMD) and the Uganda Energy
Credit Capitalisation Company Limited (UECCC).
A Project Coordination Unit (PCU) is to be established at the MEMD to undertake
overall project coordination with the Project Implementation Units at the MEMD
and UECCC as well as other stakeholders (Office of the Prime Minister, Ministry of
Finance, Planning and Economic Development, Ministry of Justice and
Constitutional Affairs, Ministry of Local Government, Ministry of Education). In
addition, the MEMD PCU will undertake monitoring of implementation progress of
all project components. The PCU will also act as the primary project link with the
World Bank Task Team assigned to supervise the project. It is also responsible for
ensuring all project activities are consistent with the project documents (i.e., legal
documents, Project Appraisal Document, Project Operations Manual and any
subsequent agreements recorded in Aide Memoires or other communications). In
addition, the PCU must maintain constant oversight of project activities to: i) identify
and resolve issues before they become problems; and ii) identify and catalyze
vi. Work with the Gender Specialist to develop a strategy for gender
mainstreaming across all implementation in RHDs.
vii. Develop and disseminate awareness materials to spur energy access in
RHDs.
viii. Report on progress against set targets, identify any challenges and make
recommendations for improvement of energy access in RHDs in
coordination with the senior M&E specialist.
ix. Document and share experiences, best practise, lessons learnt covering
refugees and host communities under the project for replication by other
projects in the Country.
x. Prepare Regular (monthly, quarterly and annual) project monitoring reports
as may be required ensuring district/refugee settlement level
disaggregation for refugee and host community implementation of World
Bank finance under the Window for Host Communities and Refugees;
xi. Undertake capacity building of clean cooking technology artisans and
users.
xii. Work closely with the Sustainable Energy Response Plan for Refugees and
Host Communities Secretariat and the Secretariat of Uganda’s
Comprehensive Refugee Response Framework to report on GoU progress
in implementation of national CRRF energy targets.
xiii. Carry out any other duties as assigned by the Project Coordination Manager
(PCM) provided these duties contribute to achieving the development
objectives of the EASP project.

1.4 Person Specifications
a. Qualifications

i. Bachelors’ Degree in in Natural Sciences / Renewable Energy /
Natural Resource Management / Business Administration /
Development Studies/ International Development / Engineering / or
relevant Energy related field.
ii. Masters’ Degree in Renewable Energy/ Natural Resource
Management/ Sustainable Energy management / or relevant Energy
related field / or a field relevant to anthropology or refugee related
issues.
b. Experience
i. At least eight (8) years’ experience in the Energy Sector of which
four (4) years must have been at senior level;
ii. Knowledge of Uganda’s policy development for energy access
interventions in RHDs.
iii. Demonstrated experience in managing Results Based Financing
(RBF), Challenge Fund, or equivalent program will be an added
advantage.
iv. Understanding of energy and emergency nexus planning and
development approaches and tools.
v. Demonstrated experience working on refugees or similar vulnerable
groups will be an added advantage
