Overview:
• URC is seeking an experienced Cost Share Management Specialist for the USAID Uganda Health Activity (UHA), a five-year program. The purpose of UHA is to support the Government of Uganda’s (GOU’s) efforts to increase the survival and well-being of vulnerable populations and improve overall health system resilience in seven priority regions. The program will strengthen the quality and availability of MNCH, FP/RH, nutrition, and facility-level WASH services as well as health systems at the regional-, district-, facility-, and community-levels.
Responsibilities:
• The Cost Share Management Specialist will support senior management and the program and Grants teams to identify potential cost-share opportunities through networking with various stakeholders including partners.
Specific responsibilities include the following:
• Build cost-share networks and partnerships with identified potential cost-share partners, and closely work with the program teams to build such cost-share contributions into program implementation support.
• Conduct valuation of identified cost-share opportunities
• Work with supervisor, senior management and URC HQ team to document and process approval of the cost-share so identified and leveraged.
• Work closely with supervisor and the Chief of Party to develop and implement a detailed, actionable work plan for meeting cost share goals.
• Provide training to ensure all Activity staff have a good understanding of cost share as it relates to their role.
• Work with senior technical and management staff to ensure that program staff are seeking out and documenting cost share opportunities correctly and in a timely manner.
• Work closely with the Activity subrecipients to ensure they meet their cost share obligations.
• Work closely with supervisor, senior management, and URC HQ team to ensure that cost share documentation is complete, and costs are allowable.
• Track cost share and regularly report to senior management on progress.

Qualifications:
Required Experience and Qualifications
• Bachelor’s degree in public health, Economics., or another related field
• At least 5 years of experience working in donor-funded programs (especially USG funded programs) and with cost share experience
• Experience in networking with various public and private institutions and districts in Uganda
• Excellent interpersonal communications, and organizational skills.
• Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy
• Proven track record of building and sustaining effective partnerships
• Demonstrated ability to work in a team environment.
• Good knowledge of Microsoft Suites specifically Word and Excel. Ability in other applications such as PowerPoint is strongly desired.
