Overview
NRC is as an implementing and operational partner of UNHCR and the Office of the Prime Minister (OPM), charged with coordinating the refugee response. To achieve the required results, NRC Uganda works within a systems based approach, collaborating with government, UN agencies, the Private Sector and local and INGOs.
In delivering its humanitarian response and seeking new routes to greater impact, NRC’s Uganda programme has built a strong reputation for sophisticated programming, humanitarian analysis, advocacy and systems change.

We are seeking to recruit an experienced leader to build NRC’s programme portfolio, structures in arguably the most progressive refugee hosting context in the region.
General Responsibilities
The Country Director is overall responsible for:
1. National representation and coordination
2. Development and execution of country strategy
3. All in-country activities, personnel and the Country Management Group (CMG)
4. Safety and security of all staff
5. Country level advocacy
6. Resource allocation and mobilization
7. Cost efficiency and quality, including implementation of control mechanisms
Specific Responsibilities
1. Ensure effective collaboration with government and donors at national and sub-national level to ensure mutual learning and influencing for greater impact of programme investments.
2. Oversee the development of appropriate new strategies that will ensure new routes to impact at scale, including the incorporation of technology, media and institution building.
3. Development of partnerships and collaborations with external actors, including National NGOs, the private sector and academic institutions.
4. Develop and share learning on the implementation of the CRRF for the country programme and the wider organization/sector.
5. Lead teams in ensuring programmes are designed and able to deliver in Hard to Reach areas
6. Liaise with NRC’s South Sudan and DR Congo programmes to optimise cross border collaboration.
7. Oversee and coordinate the programme portfolio to ensure the highest level of project quality, accountability and developing innovative programme interventions.
8. Lead the country team and our networks to ensure all staff are motivated and have the opportunity to fulfil their potential.
9. Ensure women and minorities are served by all programmes and adequately represented at all levels of the organization.
10. Represent NRC in Uganda and be responsible for the management of host country relations and NRC interests in dealing with government, international and local organisations, networks and media
Critical Interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
• Regional programme and support teams in the East Africa and Yemen regional office
• Country Directors in the region, both as part of the Regional Management Team as well as in the development of cross border context analysis and programme collaboration.
• National level collaborators from Government, Civil Society and Private Sector.
• Policy and Partnerships team in Oslo, as part of the priority country advocacy initiative.
• Other Country Directors in the region to help ensure learning and resources are shared and NRC speaks with one voice.

Additional Details:
Duty Station: Kampala, Uganda.
Type of Contract: 24 Months renewable based on funding, performance, and the need for position.
Salary: Based upon the NRC grading Scale.
Travel: 30%.
Language: Fluency in English is mandatory for this position.
