Organizational Description:
AVSI is an international NGO with headquarters in Italy, which has been active in Uganda since 1984. Its current activities are focused in the areas of education, health, livelihoods, and protection, nutrition and refugee programs in Uganda.
Project Background
AVSI is leading a consortium comprising of AVSI Foundation, Arua Municipal council and Uganda bureau of statistic (UBOS) to implement the RMM project in Arua District. The overall goal of the project is to strengthen the structural and institutional mechanisms for reception, management and integration of involuntary migrants in Arua Municipal Council. The project aims to achieve this through the three main objectives namely:
Job description:
AVSI is seeking to recruit a Data Officer to Reporting to the Senior Monitoring &Evaluation Officer, The Data officer will oversee collection, management and analysis of data at field Level in adherence with RMM MEAL Plan. The Data officer is expected to work closely with other staff to guarantee smooth implementation of Project activities. .
Duties and responsibilities:
• Under guidance of Senior Monitoring and Evaluation Officer(SM&EO), participate in development of Project Monitoring tools, data collection procedures and training of project staff on use of data collection tools
• Responsible for data entry and maintenance of the RMM Project database from intake, Enrolment and follow up
• Collect, compile and analyze project data for planning and reporting
• Conduct Regular data quality Assessments, project Implementation
• Assist the SM&EO in implementing proposed data use and demand strategies amongst staff for improved tracking of project implementation progress
• Participate in the design and Implementation of all RMM project Assessments
• To identify, develop document and Disseminate key project learning and best practices to improve project implementation
• Ensure data access, sharing, storage and back up according to RMM data Management policy
• Participate in project meetings and ensure minutes are filed
• Carry out other duties assigned by the Supervisor.
Competencies
• Prior use of computers or other digital devices for data collection (using ODK/Kobocollect) is an added advantage
• Knowledge in basic data analysis using SPSS, STATA, MS Excel, Epi-info and Atlas ti
• Experience working with extremely vulnerable communities in urban and peri-urban setting.
• Ability to work both in a team and independently
• Must be Resident of Arua district
• Strong written and verbal communication skills with ability to write reports
• Ability to work under pressure with minimum Supervision
• High Quality interpersonal skills
• Cultural sensitivity, patience and flexibility
Required Language
• English fluency with excellent oral and writing skills is required.
• Knowledge of Kiswahili and any of the widely spoken local languages i.e. Arabic, Kakwa, Lugbara, is a desirable.
Requirements
• A minimum of a Bachelor of Statistics, Quantitative and Economics, business studies, development studies, or related discipline is required.
• A minimum of 3 years’ field experience in a similar position in development and/or humanitarian context.
