JOB DETAILS:
The Data Visualization Advisor will lead the data analysis, visualization and use component of the GHSA CDC funded program in Uganda. S/he will support the MOH to leverage multiple sources of relevant data, through high-quality, innovative, and user-friendly data visuals at the national and sub national level, including project data, centralized surveillance data, and other sources. S/he will be responsible for training MOH and district-based surveillance officers in data analysis, visualization and use and in promoting data use at all levels. This is a contract position and is renewable annually based on availability of funding and scope of work.
Specific Responsibilities:
• Provide technical oversight for the analysis and use of surveillance data across all levels of the project
• Establish customized dashboards, based on existing surveillance data systems that are relevant, user-friendly, and technically sound, and that facilitate informed decision-making based on near real-time data
• Lead data analysis, visualization, and use activities with relevant departments of the MOH and other stakeholders, such as supporting routine data review meetings and conducting
• Strengthen the capacity of surveillance officers at the MOH and districts to analyze data
• Provide ongoing technical support to the data systems specialist
• Coordinate with the project manager on relevant support to the MOH and districts
• Organize regular meetings with relevant officers in the MOH and other partners
• Conduct supportive supervision of the surveillance officers
• Lead and coordinate visual analytics and information design for the project Advise MOH in the use of data visualization and how data use interacts with surveillance and health design
• Support the communication strategy by producing relevant communication materials, including infographics and presentations
• Perform short data visualization studies that can help the overall understanding of data sets and problem statements relevant to the surveillance department of the MOH and other relevant stakeholders
• Produce surveillance visual representations of data findings/trends, including those resulting from spatial analysis, and information products to communicate innovation projects outcomes to different stakeholders and partners
• Undertake activities relevant to the project as assigned by the supervisor such as participating in workshops, meetings, conferences and support with other tasks
Qualifications:
Degree in health sciences, Statistics, Demography, IT, Computer Science Masters' degree in Epidemiology, Statistics or Public Health Informatics, MSc. data analytics preferred Fellowship or post graduate studies in health information systems an added advantage
Experience and skills
• At least five years of related experience, in health management information systems, at national level
• At least five years of experience working with donor funded programs and teams
• Experience with data visualization and dashboard development tools (Power BI, Tableau, or similar business intelligence platforms).
• Additional experience in geospatial analysis (ArcGIS/QGIS), programming languages (Python/R), or graphic design (Adobe Creative Suite) a strength.
• Proficiency in analysis, interpretation and visualization of public health data, including a foundational understanding of statistical analysis in Excel Proficiency in Epi-info, DHIS2, Incidence Based and Event Based systems and other data reporting and management platforms familiar in IDSR.
• Demonstrated skills in training/orientating teams on data analysis, visualization and use Proven ability to muletask across various planning and implementation processes within a highly demanding environment.
• Excellent writing, verbal and interpersonal communication skills in English
• Ability and willingness to travel to field locations
