JOB DETAILS:
Scope of work
The scope of work will include but is not limited to the following:-
a. Database Design and Set Up
i. Evaluate the existing electricity access database, establish the needs of
users and update the conceptual design for the database, considering
both back-end organization of data and front-end accessibility for end-
users;
ii. Establish mechanisms and develop formats for regular collection,
validation, verification, processing and management of electricity
connections data;
iii. Develop and maintain a comprehensive user-friendly, accurate and
efficient database of electricity connections;
iv. Contribute expertise to applications, operations, and technical support
teams to support the design of the database;
v. Develop a mechanism to collect electricity connections data from
different service providers (Main grid and off grid connections)
vi. Maintain an up-to-date and accurate national electricity connections
database portal that is easily accessed by key stakeholders.
vii. Ensure data is tagged and analyzable across refugees and host
community members.
b. Manage Database Performance
i. Assess database performance by developing a protocol for
measurement of results and identification of problem areas.
ii. Provide fast responses to front-end users as and when required;
iii. Monitor database performance, establish appropriate user access
and security protocols, evaluate and resolve processing and
programming problems, design database management tools;
iv. Review, validate and analyse the collected connections data and
information and produce regular accurate statistics and analytical
technical reports on the performance of the electricity distribution
Service Providers as well as off-grid systems with respect to
achievement of connection targets; this includes ensuring an up-to
date connections data base, checking duplicates for all connection
batches required before disbursement of fundings.
v. Review the growth trend of connection numbers with emphasis on
the deviations from the set targets, and prepare monthly, quarterly
and annual connections progress reports in line with the EASP
connections targets for households, businesses, enterprises,
female-headed households, refugee connections, etc.;
vi. Liaise with electricity distribution and off-grid Service Providers to
maintain an updated connections database that is integrated with the
national/central database;
vii. Install and test new versions of the database management system
(DBMS);
viii. Maintain data standards, including adherence to the Data Protection
Act;
ix. Develop, manage and test back-up and disaster recovery plans;
x. Ensure that storage and archiving procedures are functioning
correctly;
xi. Develop guidelines for stakeholder access, use and acquisition of
connections data, as well as protection of information;
xii. Liaise with the GIS Specialist to ensure that customer connection
information is accurately captured and updated in the GIS system.
c. User Support
i. Train users to utilize the system;
ii. Inform end users of any changes in the database;
iii. Create relevant query definitions that allow data to be extracted.
1.4 Person Specifications
a) Qualifications
i. Bachelor’s Degree in Information Technology/ Software
Engineering/ Computer Science/ Business Computing/ Statistics/
Mathematics from a recognized University/Institution
ii. Master’s Degree in Information Technology /Software Engineering /
Computer Science / Business Computing / Business Computing /
Statistics / Mathematics from a recognized University/Institution
iii. Certification in database management or GIS.
b) Experience
i. At least eight (8) years’ demonstrated work experience in collection,
validation and analysis of large data and management of large
databases for reputable organizations.

1.5 Reporting Obligations
The Database Specialist will report to the Project Manager-PIU.
1.6 Duration of the Assignment
The assignment shall be for a period of three (3) years, renewable subject to
satisfactory performance.
