This Opportunity:

The Deputy Chief of Party will collaborate with the Chief of Party to supervise a team of supply chain management professionals dedicated to enhancing Uganda's health system through the reinforcement of its supply chain management infrastructure. Serving as the primary overseer of technical assistance, the Deputy Chief of Party will focus on pivotal aspects of health supply chain systems enhancement, including procurement, warehousing, and distribution. Additionally, they will be responsible for managing the structure, strategy, development, and implementation of workplans, while also coordinating with pertinent stakeholders.

Location:

The position is based in Kampala, Uganda.

Reporting and Supervision:
The Deputy Chief of Party reports to the Chief of Party and leads the overall technical direction of the project.

Primary Duties and Responsibilities: 
• Support the Chief of Party with overall program management and oversight of the project goals and personnel
• Assist the Chief of Party with assigning staff to project work plans and USAID requests, such as staff procurement
• Oversee the development and execution of work planning processes
• Co-lead and manage systematic functions such as budget, work plan, and report development, and effectively implement the program strategy
• Provide operational support and help structure systems
• Manage the structure, organization, and technical assistance strategy for complex health supply chain activities. Leverage demonstrated experience leading technical assistance and supply chain programs.
• Troubleshoot implementation issues and ensure timely delivery of project goals
• Cultivate open communication throughout the project with the Chief of Party, other relevant internal stakeholders, and external stakeholders
• Assist the Chief of Party in coordinating internal and external stakeholders, such as donors, international organizations, host country institutions, and USAID
• Safeguard compliance with USAID, GOU and USG laws, regulations, policies, and procedures

Key Competencies Required:
• Minimum 10 years of experience in public health, pharmaceuticals, or supply chain management, with a focus on overseeing and providing technical assistance for complex international projects. Experience in supply chain strengthening in a technical capacity
• Experience as a Deputy Chief of Party or in a senior leadership position of a project that is implemented at the country level that required the assembling, managing, and supervising complex teams.
• Demonstrated experience overseeing and providing technical assistance in key areas of the health sector such as procurement, warehousing, and distribution.
• Demonstrated experience coordinating and collaborating with stakeholders including government agencies, governments and counterparts, and international donor agencies.
• Experience in monitoring and documenting project activities and outcomes.
• Strong interpersonal skills such as leadership, being a team player, and dependability.
• Detail-oriented, with a demonstrated ability to balance multiple tasks and priorities within designated timeframes.
• Receptive and adaptable to changing demands and requirements.
• Exceptional knowledge of written and spoken English.

Professional Expertise/Competencies Preferred:
• Ideally, 15+ years of experience in supply chain management, with a track record of systems strengthening in multiple countries, including Uganda, coupled with a Master’s or Bachelor’s degree in a related field.
• Demonstrated experience in supply chain management best practices.
• Ugandan nationals with experience working in various countries, especially in Africa are strongly encouraged to apply.
