JOB DETAILS:
Under the supervision of the Chief of Party (COP), the DCOP leads technical aspects of the project in compliance with USAID and Palladium rules and regulations to achieve project objectives. S/he will also regularly engage with and maintain good relationships with relevant actors including USAID, Ministry of Health, consortium partners, and other Ugandan governmental and non-governmental stakeholders. The DCOP will provide support to the COP in liaising, programmatic, strategic development and quality control duties. S/he will serve as the secondary contact for USAID and will serve as the acting Chief of Party as necessary.

Role and Responsibilities
• Assists the COP in overseeing all the programmatic and technical aspects of the project and coordinates technical advisers and specialists by providing strategic guidance, technical oversight, backstopping, and quality assurance.
• Together, with the Chief of Party, manages the day-to-day project activities for effective implementation and timely completion of all project objectives; and fulfills COP's duties in his/her absence.
• Supports the COP to manage relationships with and serve as Palladium’s representative to USAID, Government of Uganda, Ministry of Health, Ministry of Local Government, NGOs, community stakeholders, and other in-country partners to streamline project efforts for a coordinated and integrated approach to achieve project results.
• Establishes technical frameworks and helps shape approaches across the project to ensure quality and successful delivery of project results.
• Works in tandem with the technical advisers to ensure a tight technically coordinated approach across the project.
• Provides strategic technical leadership and management for program activities.
• Provides guidance and direction to technical staff and consultants.
• Lead development and implementation of annual workplan and performance milestones, ensuring all staff and stakeholders participate in the planning process.
• Tracks progress against the workplan, including coordinating activities between staff and offices.
• Contributes to strategic planning on alignment and harmonization of resources.
• For short-term consultants, works with advisers to prepare and review scopes of work, ensuring consultants complete assignments and satisfy SOW requirements, including submitting deliverables in a timely manner.
• Assists the COP and MEL Director in creation and implementation of project monitoring and evaluation activities, including regular monitoring and reporting against selected indicators.
• Contributes to and quality assures reports and other technical deliverables, including quarterly and annual reports.
• Conducts active networking among various sectors to sustain program success, including private sector.
• Establishes quality control standards in-line with the country, Palladium and USAID standards to ensure project activities meet client and stakeholder expectations.
• Supervision and Human Resource Management
• Provides oversight of recruitment, onboarding, and management of all technical staff, and assures implementation of Palladium’s performance excellence model.
• Directly supervises technical advisers, holding monthly coaching sessions, providing timely performance feedback, and completing annual performance reviews.
• Mentors and evaluates assigned staff, communicating clear performance goals and standards, offering regular performance feedback and prompt resolution of problems, and time and opportunity to grow and develop in competency areas.

Position Requirements
• Master’s or Bachelor’s Degree in public health, medicine, or related field.
• Demonstrated senior-level leadership in programs of similar magnitude and complexity is preferred.
• At least 7-10 years of relevant experience preferred.
• Excellent interpersonal and leadership skills and experienced in managing teams.
• Demonstrated leadership, strategic thinking and planning, management, and presentation skills required.
• Prior experience in one or more of the following areas of expertise preferred: leadership and governance, community systems.
• Demonstrated track record of working with donor-funded projects.
• Proven track record with establishing and maintaining relationships with a broad range of government and non-government stakeholders.
• Capacity to transfer/convey information and knowledge to external partners, stakeholders, senior officials and donor community.
• Knowledge of USAID policies, procedures and reporting requirements preferred.
• Written and spoken fluency in English.
• Must be eligible to live and work in Uganda. Position is not eligible for relocation costs.
