Deputy Director Human Resource Management

PURPOSE OF THE JOB
Provide leadership and oversee strategic direction and viability of the HR Department

KEY FUNCTIONS
• Initiate and direct the development, monitoring and evaluation of strategic and annual Human Resource plans, as well as HR functions and processes in line with the University’s Strategic Plan and Human Resource Policy.
• Co-ordinate the production of the Departments work plan and budget for Human Resource functions, processes and activities in line with the University’s Strategic Plan and Budget.
• Initiate, implement, and review Human Resource Policy in line with the University’s Strategic Plan.
• Link the Human Resource functions to both National and International Universities and organizations in line with the University’s Strategic Plan.
• Scan business environment for best practices and initiate institutional review and Design strategies and systems of managing change in line with the University’s Human Resource Policy and Strategic Plan.
• Provide professional advice and guidance to Council and other University decision-making organs and ensure uniform HR policy applications by all units in line with HR policy.
• Mobilize, plan and account for resources of the department in line with the University strategic plan.
• Initiate systems and strategies to empower staff for leadership in line with the University Human Resource policy.


KEY OUTPUTS
• Developed annual Human Resource plans,
• Implemented Human Resource Policy.
• Departments work plan and budget for Human Resource functions, processes and activities.
• Provide professional advice and guidance to council on matters of HR.
• Maintain resources of the department.
• Initiate systems and strategies to manage the HR in the university.


PERSON SPECIFICATIONS
Education

• A minimum of a Master’s degree in Human Resource Management or Organizational and Industrial Psychology or Management or Organizational Development or Public Administration and Management (HR option) or MBA (HR option)
• Bachelor of Human Resource Management or Bachelor in Social Sciences with Post Graduate Diploma in Human resource.
• Should have at least eight (8) years of experience in human resource management, four (4) of which at a senior level in a public institution.
• Membership with HR professional body is an added advantage

Competencies
• Leadership and supervisory skills in planning, organizing and coordination HR
• Ability to build, lead and work with teams.
• Computer literacy.
• Interpersonal & communication skills.
• Quick judgment and decision making.
• Ability to initiate change

Experience in Months: 96

Level of Education:
Associate Degree
