Our Client, Mengo Hospital is a Church of Uganda founded Hospital and Private Not-For-Profit (PNFP) Health Institution. The Hospital is governed by a Board of Directors and managed by a Hospital Management Team (HMT) led by a Medical Director.
The Hospital's mission is to provide quality, holistic, patient-centered, evidence-based health care services and medical education bearing witness to Jesus Christ. In line with this mission, Mengo Hospital has offered treatment to tens of thousands of people over the years.
In furtherance of this mission, we are searching for a Deputy Director of Education, Training and Research for the Mengo Hospital Training Institute.

Position Description
Job Location: Kampala-Uganda (both Ugandan and Foreign Nationals are eligible to apply)

• Medical and Clinical Units, Heads of Departments, Specialist and Allied Health Service departments

• Medical Director-Hospital strategy direction, delegation, reporting and implementation
• Hospital Management Team – effective supervision, accountability and policy implementation.
• All staff (Medical & non-medical) upholding Hospital’s values and Culture
• Board of Governors – Board reporting on quarterly basis
• Board, and Annual General meeting;
• External auditors – statutory accounts.
• Ministry of Health/Education– regulatory compliance;
• Vendors (Consultants, suppliers & other service providers): Service level agreements and cost management.

Job Purpose
Responsible for supporting the Medical Director in the development and execution of Mengo Hospital Training Institute’s strategy by providing strategic and operational oversight of Mengo Hospital’s Training Institute to ensure overall success in areas of Education, Training and Research agenda. The position is accountable for all aspects of the educational outcomes and welfare of teaching and non-teaching staff, students, and key stakeholders. The position also relates to the development/review and approval of strategies and policies as well as overseeing the Institute’s continued growth and development as a competitive educational, training and research service, a Health professionals and other trainings provider within risk, compliance, and statutory perspectives. In summary, role holder will direct in attainment of vision, strategy, growth & sustainability, resource management and excellence of the Institute.

Roles and Responsibilities
Responsibilities /Key Deliverables
• Departmental strategy: Responsible for leading the process of strategy formulation especially on the administrative front: by planning, forecasting, preparation and approval of Institute’s business plans and budgets in line with agreed direction for Mengo Hospital Training Institute. Responsible for providing the strategic vision, effective management, and operational efficiency to fulfil the strategic direction of the Training Institute as a Semi-autonomous business unit of Mengo Hospital
• Reviews, Approves & aligns Institute’s structure, policies and procedures and establishes clear reporting relationships and communication that will support and drive a culture of competitiveness in Health Training and other training, educational and research service provision in compliance to risk and statutory perspectives.
• Stakeholder Management: Responsible for the development/review and monitoring of the Institute’s cost containment strategies that aim to mitigate financial loss thereby driving growth, development and sustainability through sound collaboration, relationship, and rapport with wider stakeholders (i.e., students, staff, Governing council, partners, regulatory, service providers etc.) always.
• Reporting: Provides timely and accurate strategic and management information/reports about the Institute’s administrative accountabilities such as budget performance, employee productivity, operational costs and controls to all stakeholders including the Medical Director/Governing Council, Board and Auditors in accordance with regulatory and statutory requirements.
• Talent development: Builds a strong and effective Institute team through supporting the development and implementation of effective, sound people management policies and procedures that aim to attract and retain staff to drive growth, contain costs and development of Mengo Hospital Training Institute as a semi-autonomous business unit of Mengo Hospital.
• Business Process Efficiency: Regularly reviews Training Institute’s process effectiveness and efficiency, and provides feedback and recommendations to Management, and Governing Council on a regular basis. Sets financial, service, and operational performance targets for all key operating units and supports them in the implementation process.
• Regulatory and compliance management: Works with both Ministry of Health & Education as well as the HMT, Governing Council team to ensure open, transparent, and proactive dialogue with regulators and ensures response to letters and commentaries from regulators on regulatory assessments, findings, fines and queries as may arise against the institute are effectively done. Also ensures that all departmental staff adhere to both professional & ethical practices and conduct as required.
• Succession Planning: Works with institute and hospital management, Governing Council, and key stakeholders to ensure that the Institute human resources are adequately supported for continuity and succession.
• Team Leadership/Supervision: Takes full responsibility for performance management of all direct reports, focusing on all aspects of sound people management e.g. Recruitment, Development, Performance Management, Remuneration and Rewards, Career path planning, On-the-job training, coaching & mentoring and Employee engagement etc.

• Extensive knowledge of the relevant regulations, legislations that govern training institutes (health and non-health) within Uganda.
• Commitment to continuous professional growth for self and others in the Training Institute.
• Good computer literacy with excellent use of MS Office – Excel, Word, PowerPoint, and experience in management information skills.
• Knowledge of Hospital operations and Mengo’s product & service offering is essential

Person Specification
Education & Training
• Minimum of a Masters’ degree in relevant field.
• A formal training in Education/Tutorship, or a bachelor’s degree with a postgraduate diploma in Education, or teacher education from a recognized institution
• Possession of any relevant registration licenses as may be applicable.

Experience
• A minimum of 5 years working experience in administrative or Management position at senior management level in a reputable institution.
• Minimum of 10 years teaching experience, preferably in health institution or big tertiary institution set up.
• Experience working in an appropriate healthcare Institution is an added advantage
