JOB DETAILS:

DESCRIPTION
The Deputy Program Manager (DPM) is responsible for leading and managing the implementation of the MAE project carried out in Nakivale and Kyangwali in coordination with the program managers across the two locations.

KEY DUTIES & RESPONSIBILITIES

1: Ensure all the project’s related work is completed with the desired quality and according to schedule
1. Lead and monitor the implementation of Digital Cash and voucher based activities to achieve project targets.
2. Lead the implementation of a multi-sectoral project integrating WASH, nutrition and FSL activities.
3. Develop and functionalise context based SBCC strategies that promote Nutrition behaviors along with WASH and FSL.
4. Develop and monitor the activity schedules and objectives for the project in coordination with the team under your supervision.
5. Take responsibility for the quality of the activities including regular monitoring, field visits and learning;
6. In coordination with the regional program coordinator, conduct the monitoring and evaluation of project activities
7. Ensure that proper documentation for project activities is done and archived (e.g. beneficiaries’ list, activity reports, training attendance, success stories, etc)
8. Manage the procurement for the MAE project activities, in collaboration with logistics and regional program coordinator
9. Ensure proper budget follow-up and management in close collaboration with the regional program coordinator;
10. Support the regional program coordinator in Preparation of monthly cash projections
11. Ensure Supervisees submit weekly activity reports; produce weekly activity reports highlighting the work completed and challenges faced
12. Identify and monitor risks, constraints or escalating issues and inform senior management accordingly;

2: Manage and Develop the Project Team
1. Ensure that all staff are provided with a full induction and are briefed on all relevant components of the project; Keep staff aware of any changes in the project and in the wider organization;
2. Ensure staff are aware of and operating by humanitarian principles and other codes of conduct; and alert senior management in the event of fraud, corruption or abuse of power.
3. Ensure constant coordination and communication across the team;
4. Define objectives, update staff job descriptions and facilitate regular performance appraisals with support of the HR team and regional program coordinator
5. In close collaboration with regional program coordinator, manage leaves request, disciplinary matters and any staff request/concern as per Uganda staff regulations;

3: Manage External Relations Related to the Project
1. Represent Action Against Hunger in wash external meetings as requested by Regional program coordinator; Prepare and share minutes and clear action points of meetings/trainings attended;
2. Coordinate with relevant UN agencies, government authorities and any other stakeholders to ensure support for the project and the wider organization as requested by Program Manager;
3. Promote and defend humanitarian and Action Against Hunger principles;
4. Develop an information (formal/informal) network.

REQUIREMENTS
1. A master’s degree in Agriculture, Nutrition, Public Health, Project planning and Management or other related field with 5 years’ experience in implementation of FSL, Nutrition and cash based programs/approaches in a humanitarian setting.
2. Previous mid-level management experience in Cash and voucher based programming in a refugee setting especially use of digital cash based platforms like Red-rose One solution.
3. Extensive understanding of Social behavioral change communication approaches especially Care group Methodology in both a refugee and recovery context.
4. Previous work in a credible NGO/INGO preferably in emergency setting is desirable.
5. Previous work in a supervisory position will be an added advantage.
6. Proven project cycle management experience at a senior level for at least 2 years in an INGO;
7. Excellent management, organizational, motivational and leadership skills;
8. Proficient in MS Office Applications;
9. Problem solving skills;
10. Ability to work under pressure;
11. Demonstrated experience and/or personal commitment to promoting gender equality within the work
12. Previous work experience with farmer organizations and/or Care Groups.
13. Skills in Capacity building of organizations and individuals
14. Knowledge of Participatory training methodologies
15. Strong communication skills (written and oral) in English
16. Ability to exercise sound judgment and make decisions independently
17. Team player, extremely flexible with the ability to cope with stressful situations
18. Excellent reporting skills with good oral and written communication skills
19. Culturally sensitive & Knowledge of the local language is an added advantage
20. Demonstrated experience and/or personal commitment to promoting gender equality within the work
