Kyambogo University is a Public University established in 2003 following the merger of the former Institute of Teacher Education Kyambogo (ITEK), Uganda Polytechnic Kyambogo (UPK), and Uganda National Institute for Special Education (UNISE). The University Campus is located on Kyambogo Hill in the capital city, Kampala. Kyambogo University is the second largest University in Uganda with more than 30,000 students on-campus.
Kyambogo University is a unique institution which has adopted an integrated approach to education, focusing on vocationalising education at all levels. The University has embraced the fields of science and technology, education and teacher development, special needs education as well as humanities, and business management and entrepreneurship.

• financial and administrative operations of the University.
• To spearhead the mobilization and management of financial resources to achieve the long term viability of the University operations.
• To advise and guide the preparation and implementation of the University's recurrent and development budgets.
• To oversee the development, roll out and review of the University's Strategic Plan, investment portfolios and operational plans.
• To oversee the development and implementation of a policy framework for the use and management of the University's fiscal and human resources and other assets in accordance with approved regulations.
• To oversee income, banking and expenditure of all income generating units for compliance with the University's approved policy, plans, budgets and regulations.
• To oversee the production of performance reports on finance and administration by all academic and administrative units of the University.
• To monitor the development and implementation of the University's staff development programmes.
• To monitor acquisition, utilization and disposal of University assets and management of the Assets Register.
• To oversee the mobilization of resources for various activities of the University.
• To oversee the management of security at the University.

PURPOSE OF THE JOB
To assist the Vice Chancellor in the performance of his or her functions of ensuring efficient and sound financial management, planning, prudent investment and administration of the University.

APPOINTMENT
• In accordance with The Universities and Other Tertiary Institutions Act, 2001 (as amended), successful candidates for the position of Deputy Vice Chancellor (Finance and Administration) shall be appointed on contract for five years and shall be eligible for one more term of five years. B. RE-APPOINTMENT
• Re-appointment for the second five-year term of office shall be in accordance with Section 32 (2) of the above Act and shall be subject to performance appraisal done by the Vice Chancellor.
REMUNERATION
• An attractive remuneration package will be paid in accordance with Kyambogo University terms and conditions of service.
EMPLOYMENT CONTRACT
• Upon acceptance of the job offer, the successful candidate for the position of Deputy Vice Chancellor (Finance and Administration) will be required to sign a contract of employment with the University Council setting out the terms and conditions employment.

PERSON SPECIFICATIONS
The Deputy Vice Chancellor (Finance and Administration) should:
• Be a full Professor or Associate Professor and a holder of an earned PhD from a University recognized by National Council for Higher Education; b) Have at least six (6) years of working experience at senior management position, four (4) of which must have been served at the minimum level of Dean of Faculty or its equivalent in a reputable University/Institution;
• Have commitment to and substantial experience in networking and participation in financial and administration activities nationally, regionally and internationally;
• Chancellor (Finance and Administration) which will cover the following. among others:
• The Deputy Vice Chancellor's progress towards the University's strategic objectives, performance outputs and targets as determined by the University Council;
• The University's performance in terms of the quality indicators set by the National Council for Higher Education and/or the Minister responsible for Education;
• Any compliance directives issued by statutory authorities; and d) Other relevant matters determined by the University Council.
KEY OUTPUTS
• The Vice Chancellor assisted in the management of finances and administration of the University.
• Systems and policies developed and the University structure streamlined.
• Qualified and adequate human resources sourced and nurtured in line with the University's needs and objectives.
• Adequate infrastructure and facilities planned and provided in line with the University's current and future needs.
• Adequate ICT infrastructure and facilities put in place to support efficient financial and administrative operations of the University.
• Adequate financial resources mobilized and well managed to achieve the long term viability of the University operations.
