Design and Installation of an Electronic Online Cites Permit Application and Issuing System
Wildlife Conservation Society (WCS) is seeking for proposals from qualified ICT consultants to provide services for the Design and Installation of an electronic Online CITES Permit Application and Issuing System to facilitate the smooth acquisition of import and export permits.
Wildlife Conservation Society received funding from USAID {United States Agency for International Development) for a five-Year project to combat wildlife crime activity in Uganda. This activity is supporting the government in developing capacity to facilitate legal wildlife trade regulation through the development of a CITES E-permitting system. The Consultant will work with the Ministry of Tourism Wildlife and Antiquities to develop the Online electronic CITES permitting system. .
The system must be an online internet based platform that is interactive and can offer the following:
• Allow online application of CITES permits -
• Online approvals and permit granting layers
• Provision of scientific opinion on applications by the Scientific Authorities
• Pre-entered list of CITES listed species with allowance to add national non-CITES listed species
• Generate QR (Quick Response) coded permits
• Allow filing of returns by the client
• Generate reports including CITES annual reports
• Database management
• Annual wildlife use rights quota tracking and management linked to permits
• Online verification of authenticity of permits by authorised law enforcement personnel and QR aided
• verification.
• Signature authentication features to mitigate falsification
