is seeking for qualified individuals to fill the Development Assistance Specialist (Special Advisor) position.
The
USAID Development Assistance Specialist (Special Advisor) is located in the USAID/Uganda Office of the Mission Director (Front Office), which includes the Mission Director, Deputy Mission Director, Resident Legal Officer, the CCN/FSN Special Advisor, the Development Outreach and Communications Team (DOC), and support staff. The Advisor serves as an integral member of Front Office team, playing a vital role in providing leadership and management expertise and guidance to advance a high-profile and complex foreign assistance program. The Advisor provides timely, context-appropriate advice and counsel to the Front Office on matters (operational and/or programmatic) requiring Front Office leadership. The Advisor serves as an integral, consistent interlocutor with the Government of Uganda (GoU) and utilizes well-developed relationships with senior-level GoU officials to aid the Front Office to coordinate, promote, and implement bilateral agreements and contribute to overall program success.

The Advisor provides regular counsel to the Front Office on operational and programmatic implementation, consistent with the local context.
The Advisor provides oversight to the Mission communications platform, providing technical direction and supervision to the DOC Team. The Advisor establishes, nurtures, and maintains relationships with key stakeholders in the GoU, the private sector, and with other donors. The Advisor maintains regular contact with members of the USG interagency team and as directed, acts as a critical liaison to GoU ministers and staff, and may be asked to brief high-level USG visitors. The Advisor provides the USAID Mission, the interagency, the Africa Bureau, and other organizations, with written and oral insights and analyses of political and socioeconomic developments in Uganda, as appropriate. The Advisor regularly participates, along with the senior Mission management, in meetings with Heads of Cooperation and other sector groups, fostering coordination among Uganda’s donor community.

Education

• A Master's Degree or the host-country equivalent, in Economics, Business Management, Business Administration, Public Policy, Law, International Affairs, International Development, Finance, or a related field, is required.

Prior work experience
• A minimum of fifteen (15) years of progressively responsible, professional-level job-related experience is required.
• Experience must have included substantial development assistance work, and have provided the opportunity for performing program, project, activity design and planning.
• At least eight (8) years must have been in the development or diplomatic field, or related fields, such as direct work with GoU entities or private-sector institutions, and must have included program, project, and activity design, performance monitoring, policy making, and the analysis and interpretation of large amounts of data.
• The successful candidate must have a demonstrated ability to serve as an interlocutor with high-level GoU representatives, strong communication skills, both verbal and written, and the ability to successfully build consensus in a team environment.
