How can you make a difference?

Background and Purpose:
Over the past several years, UNICEF and partners have supported GoU/Ministry of Health to develop a series of messages and information education and communication (IEC) materials/packages on public health education which contain basic information on signs and symptoms and basic preventive measures. The IEC packages are meant for frontline mobilisers, especially, the village health workers (VHTs), community-based mobilisers, civic-organisations, schools and the general public. The materials are mainly in English and some were translated in multiple local languages. There is high demand for MOH approved basic messages on COVID-19 and other common diseases from partners; however, production of print materials takes quite a long time.
Most frequently used IEC packages include messages on common disease outbreaks such as as Ebola virus disease (EVD), Marburg Virus Disease (MVD), Yellow fever, Crimean Congo hemorrhagic fever (CCHF) and more recently COVID-19. Since COVID-19 still remains a risk to all individuals and households, messages on COVID-19 e.g. prevention, promoting home-based care and management of illnesses, messages promoting continuity essential health services e.g. testing and vaccination e.t.c; should be integrated and incoporated into other existing public health messages especially under the Key Family Care Practices (KFCP) framework.
Such information whose content can stand the test time and which requires minimal updates can be digitized and uploaded for quick access when need arises, e.g., during the seasonal floods/rains when the public becomes prone to diseases like Cholera, Malaria and Influenza (common coughs and flu).
Therefore, as part of the preparedness and sustainability strategy it is important to compile and create an online archive, portal or a digital package (toolkit) with a range of soft copies of posters, job-aides and booklets on COVID-19 prevention and vaccination approved by MOH.

Expected Product.
A digitized online platform will enable quick access to collection of IEC materials on COVID-19 will improve knowledge preparedness and ease access to information. The compiled set will become a toolkit with accurate and consistent messages.

Community Health Information System (CHIS) in use in Uganda
The Ministry of Health has been implementing Community Health Information System (CHIS) using three different approaches: one is a fully digitalized approach, the second is a hybrid approach based on smart paper technology, and the third is paper-based approach using HMIS registry book.
Electronic Health Management Information System (eHMIS), a fully digitized system has been introduced to capture the data and support reporting the data in real-time, thereby enabling effective data management and improving quality of care compared to a traditional paper-based system. However, the country is still prevalently using the paper-based system and semi-digitalized system due to limited resources settings.
The Ministry of Health has been piloting a Smart Paper Technology (SPT) to support the area of immunization registry system and child growth monitoring services in Mukono and Wakiso districts as an initial step in 2018. The Smart Paper Technology (SPT) is based on scan technology that can be used to ease the process of digitalizing health records for health facilities having the following issues; lack of infrastructure in most health service delivery points, weak technical support structures at district and facility level, and high operating costs which hinders sustainable implementation of fully digitized systems by MoH.
This pilot is currently working only at a few high-volume facilities (HC III and above) in Mukono district and still in the pilot stage. Moreover, there is still minimal interoperability of the instances within and across implementing health facilities. One of the programme areas under consideration is to support digitalized community health reporting using Smart Paper Technology (SPT) and thus it leads to a great need for information on key aspects of different health information system tools to support decision making on which tools can be appropriate for implementation at scale with both functional and geographic conditions.

Objectives and expected benefits/outcomes:
• Improve preparedness by compiling and creating an online archive or a digital package (toolkit) of MOH approved IEC messages and soft copies of IEC materials on COVID-19 and other common diseases.
• Provide multiple points of access beyond the internet to include smart phones which is can be readily accessible to field-based community health workers and mobilisers.
• Increase durability of the IEC messages and materials developed beyond the print and reprints.
• Enable consistency and reuse by creating special interfaces for teachers, health workers, different segments of the public/audience.
• Equip individuals, families and communities with knowledge and skills necessary to protect themselves before, during and after outbreaks.

Justification
The world is changing and use of digital tools is becoming a common practice, it can make things easier, remove scarcity and provide immediate solutions. A wide range of IEC materials exist in soft copies with messages that stand the test of time, e.g., messages on signs and symptoms and prevention. Health workers and individuals are increasingly getting access to on-line facilities like smartphones, tablets and email addresses. Print paper-based materials have limited display-life/durability and requests to re-print are common but not sustainable. Last mile distribution to the ideal users is still a challenge especially from the district headquarters to the users e.g., VHTs, teachers and health-workers. There are so many missed opportunities/real time incidences, where Influencers fail to convey the messages due to lack of a verified/approved source of reference. Lack of a quick reference leads to HWs inability to effectively counsel and address the knowledge gaps, myths, rumors and misinformation that may exist amongst their clients and immediate audiences.

Terms of reference /Major tasks:
• Refine the concept and reinterpret the TORs from the Consultant’s perspective, outline main tasks, expectations and develop a detailed workplan which reflects key deliverables.
• Compile, categorize and create a catalogue of messages/existing IEC materials, tools by disease, theme and language. There are two major categories, the common disease outbreaks and the Key Family Care Practices. Develop and submit a documented catalogue of final IEC materials to be uploaded by theme or programme structure.
• Customize the existing soft copies into the most compatible image file formats (PDFs, Jpeg, etc.) which will enable users to send and store images efficiently and for maximum compatibility and quality for users on different operating systems e.g., Windows, Mac and Unix.
• Content aggregation, coding and graphic layout.
• Develop a simple front- end format which will ease navigation/ e.g., table of contents for the users.
• Ensure that the existing soft copies will be accessible via mobile-phone, smart-phone and tablets for optimum presentation. Create multiple avenues for presentation, access and utilization e.g., by creating special interfaces for teachers, health workers, different segments of the public/audience.
• Develop a prototype that can work on access points for the users, pretest it, provide proof of pretesting and present a pre-tested prototype with different field-based users
• Incorporate changes and refine the package and ensure configuration with existing MOH – Health information systems portal.
• Upload and make functional.

Deliverables:
· Inception report. Make a PowerPoint presentation to the MOH RCSM Subcommittee
· Submit a documented catalogue of final IEC materials to be uploaded by theme or programme structure
Develop an interim report
Submit a pre-tested prototype
An online application/portal installed in MOH/HPE as a digitized toolkit with a range of soft copies of posters, job-aides and booklets on COVID-19 prevention and vaccination.

To qualify as an advocate for every child you will have…
Education background:
A Bachelors or advanced degree in computer science or programming or a professional certificate in ICT programming, computer related graphic design and development of online Applications.

Work Experience:
• Proven work-experience, at least five to 10 years of progressively professional work related to the task at hand and a portfolio of previous or current clients.
• 3-5 years of experience and proven technical knowledge of graphic art designing, content management and use of Adobe graohic design packages, webpage design for Smart phone apps.
• Previous or current experience with any Corporate organisation, Ministry or UN agencies or proven work experience as an independent consultant.
• Demonstrated ability to work at national level with multiple stakeholders
• Proven ability to manage relationships with MoH, including other partners
• Strong writing and oral communication skills.
• Work experience with similar assignment
• Previous experience working with UNICEF is an asset

Language Requirements:
Fluency in written and verbal English is essential.

Payment Schedule:
Payment is linked to agreed deliverables upon satisfactory completion and certification of deliverables by the supervisor.

Risk associated with the Contract:
All reasonable and likely risks should be identified, and a relevant risk response and possible mitigating action defined.
• The consultant should respect the given duration and the deadlines within the contract and the inception report.
• Consultant should be mindful of the fact that the final products will belong to the Ministry of Health and the Government of Uganda, therefore, due respect and collaboration with the relevant Government officials is expected.
• UNICEF has a zero tolerance to corruption (any form or in all forms).
• The consultant should apply maximum diligence to cyber security and ensure respect/compliance to the given governance, IT processes and controls that are used to secure information assets within UNICEF and the Ministry of Health.
• The consultant should not involve any third-party vendors/online advertising vendors to any of UNICEF or MOH’s IT platforms or websites.
• Upon completion of the project, there should not be any hinderances to access to information or the established portal – the consultant should ensure access and seamless functionality.

Conditions:
• The consultancy will commence only when contract has been signed.
• The consultants will use UNICEF premises occasionally for feedback meetings, compiling reports and processing travel arrangements. Also, virtual meetings will apply.
• The consultant will use personal computer and will be facilitated to do printing or photocopying.
• Transport will be arranged as per approved travels authorisations (Tas).
• The payment has been calculated per days worked and payment will be done based on deliverables as described section 4 above.
• Consultants will not have supervisory responsibilities nor authority on UNICEF budget and other resources.
• Consultants will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, if applicable.
• The Form ‘Designation, change or revocation of beneficiary’ must be completed by the consultant upon arrival, at the HR Section.
• No contract may commence unless the consultant provides a certificate of completion of a mandatory course on “prevention of Sexual Exploitation and Abuse”. A certificate to be submitted with the signed contract should have been obtained in the last three months.
• Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.
• Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement
• Clearance from DHR will be required for former UNICEF staff
• Clearance from the Government required for civil servants

Application Procedure/Call for Proposals
Qualified and experienced candidates are requested to submit a letter of interest including a Technical Proposal outlining a road map for review and implementation timeline. In their letter of interest, candidates should highlight their previous work experience relevant to the assignment, the attributes that make them suitable, and their proposed approach to the assignment.
The applicant should also submit a Financial Proposal outlining the total costs for this consultancy with payment linked to the main deliverables outlined above. The financial proposal should indicate an all-inclusive lumpsum fee composed of consultancy fees, travel costs and subsistence/living allowances (where applicable).

Evaluation of Candidate:
The consultant will be competitively selected from a list of applicants based on their past experience of doing similar work (extensive experience in writing donor reports, in compiling and editing annual reports for various UNICEF offices).
